After the political changes of 2046, the former Panchayats tried to form a single party. However, the former Panchayats Surya Bahadur Thapa and Lokendra Bahadur Chand could not join the same party. Therefore, in 2047, the two parties Rastriya Prajatantra Party (Thapa) and Rastriya Prajatantra Party (Chanda) were announced on the same day.
In fact, Thapa and Chand had two factions since the Panchayat. Therefore, they were not in a position to do politics in the same organization. In the 2048 parliamentary elections, RPP (Chanda) won 3 seats and RPP (Thapa) won 1 seat. Since democracy had just come, the people were divided between the Congress and the Communists, so it was not easy to expand the organization of the Panchayats that had ruled for 30 years. When the Panchayats were divided, the RPP2 unified the party in 2051. They won 20 MPs in the 2051 mid-term elections.
At that time, there were a total of 205 MPs in the House of Representatives. However, the UML and the Congress were unable to form a government without the support of the RPP, which had 20 MPs. Since the government could not be formed except when the UML and the Congress came together, the RPP became the 'main key' to forming the government. Seizing that opportunity, the leaders of the RPP, which had 20 seats, Lokendra Bahadur and Surya Bahadur, got the opportunity to become the Prime Minister in turn. There was no MP who did not have a minister from the RPP. In the 8 years since the multi-party system came into being, Lokendra and the Congress had handed over the Prime Ministership to two personalities from the Panchayat twice. The result was that the Panchayats, who grew up in the culture of personal culture and the king's favor rather than organizational thinking in the Panchayat, could not accept each other. Therefore, the game of Lokendra Bahadur weakening Surya Bahadur and Surya Bahadur weakening Lokendra Bahadur continued. There are many examples of the parliamentary practice from 2005 to 2006 becoming a very 'distorted and black history' due to that game. The main root of it was the hostile relationship between the Congress and the UML and the lust for power of the RPP.
There was often internal conflict in the parties. However, the dual character of the RPP MPs who became ministers due to the factional division seen in the RPP and signed the no-confidence motion to topple the same government became the root of instability. After the UML's 9-month government collapsed, the RPP supported the Congress parliamentary party leader Sher Bahadur Deuba to become the Prime Minister in 2007. After 19 months, i.e. in 2009, the majority of the RPP MPs sided with the UML to oust Deuba and make Lokendra Bahadur the Prime Minister. 8 months later, the majority of the RPP MPs signed the no-confidence motion against Chand. They again helped the Nepali Congress remove Lokendra Bahadur from the Prime Ministership. With the support of the Nepali Congress, Surya Bahadur became the Prime Minister in 2011. Less than 6 months after becoming the Prime Minister, the game to remove Surya Bahadur began. Since the RPP MPs were cooperating in the game, the UML registered a petition at the palace on 24 Poush 2011 demanding a special general session of the House of Representatives to bring a no-confidence motion against Surya Bahadur. The letter was signed by 9 out of 20 RPP MPs. It was claimed that 11 RPP MPs were in favor of removing Surya Bahadur.
Lokendra Bahadur Paksha had decided to split the party by saying that they would remove Surya Bahadur Paksha at any cost. Lokendra Bahadur Paksha had decided to split legally since the whip had to be followed while staying in the same party and the central committee could take action. For that, the party chairman Surya Bahadur Paksha had registered a notice with the Election Commission that a new committee had been formed with the party's central leadership and office bearers without recognizing the central committee. Rajeshwar Devkota was elected as the chairman of the 35-member central committee, Lokendra Bahadur as the leader, and Padmasundar Lawati as the co-chairman after Surya Bahadur was removed. Rajeshwar was the candidate for the chairman in the second general convention of the RPP held in Birgunj. Lawati was elected as a central member from that convention. Lokendra Bahadur, however, did not attend the convention. The division in the RPP began less than 2 months after the convention.
The RPP Central Committee meeting chaired by Surya Bahadur had suspended Lokendra Bahadur and Rajeshwar. According to the Defection Act, there was a provision that 40 percent of the parliamentarians could secede. Since 40 percent of the members of the Central Committee could secede and form a party, the issue of recognition of the new party was unclear. The Lokendra Bahadur group had already informed Speaker Ram Chandra Poudel that 40 percent of the parliamentarians would secede from the party. Based on that information, Speaker Poudel had informed that the Lokendra Bahadur group of RPP members would be able to sit separately in parliament. Based on the signatures of 9 RPP members led by Lokendra Bahadur, they would be able to sit in parliament as a separate party. The Parliament Secretariat had informed the Chand group on 3 Magh 2054.
At that time, there were 23 RPP MPs in the House of Representatives and the National Assembly. There was a provision that even if 40 percent wanted to secede or merge with another party, they would retain their MP positions. The Lokendra Bahadur faction had divided the parliamentary party with a single-minded stance to remove Surya Bahadur from the Prime Minister. The RPP MPs of the Lokendra Bahadur faction, who had the support of the UML, wanted to be in power if they could remove Surya Bahadur. Because all RPP MPs, no matter who became the Prime Minister, would have received something or the other.
The situation was that Lokendra Bahadur, the leader of the RPP parliamentary party, had signed the petition submitted to the king to remove his own party chairman from the Prime Minister. Of course, Lokendra Bahadur had taken revenge. After the parliamentary party split, Dr. Prakash Chand Lohani had said that the RPP, which is in Lokendra Bahadur's camp, would not split but would split.
