After a long tug-of-war, instead of the title of 'BRI Implementation Action Plan' proposed by China, a common opinion was decided to make an agreement under the name of 'Framework on Belt and Road Cooperation'. Sources claim that Prime Minister Oli held a telephone conversation with Congress President Sher Bahadur Deuba from China after he had to return from his visit without signing.
