Baburam Shrestha of Bhimsen Thapa Rural Municipality-5 Baguwa spent almost four years in Tripal and temporary Tahor after the earthquake of Baisakh 12, 2072. When houses were built in the integrated settlement in Lamachaur, they moved in without opening the windows and doors. Within five years of moving to the integrated settlement, Shrestha has decorated the new house by finishing and painting it.
"It took me five years since I moved here on August 14. After the earthquake, I moved to Chana Chaivari without installing windows because I lived in Tripal and Tahro for four years after the earthquake," says 70-year-old Shrestha. There is no fear of landslides, it is a joy to live. In Lamachaur located in Baguwa, the construction of an integrated settlement started in 2073 due to the activism of the earthquake victims. The settlement of 138 households is in the final stage of construction.
After the earthquake, the construction of an integrated settlement was started after the lands of Rithepani, Dharampani, Pande village and Naya village of Baguwa-4 and 5 wards of Savik were unfit for living. Premchandra Shrestha, former ward president of Bhimsen Thapa-5, said that 93 out of 138 houses were built in 9 years. "Half of the 35 houses have been completed, the construction of 5 houses has not started," he said, "85 percent of the work has been completed."
"The four villages below have been emptied, the sheds are in the slums below, the landlord has moved to a new house," he said. Old Village is a 10 to 15 minute walk from New Basti. At present, 61 households are permanently living in the integrated settlement, he said. The locals of some houses are in Chitwan, Pokhara, Kathmandu for employment. Shrestha said that community buildings, playgrounds, roads and sewers have been constructed in the settlement. "There is a sloping road in front of every house, the government has invested in the construction of other structures," he said.
Integrated Milan Basti Reconstruction and Development Committee was formed and construction of the settlement was started. 300,000 grants for the earthquake victims and an additional 150,000 were collected from related rich people to build houses. "The committee has built one-hundred-storey houses with a roof within 450,000," said Shrestha, the ward president. There is a provision to do the finishing by the concerned landlord. Homeowners have spent 3 to 5 lakhs on finishing. An NGO built a house for 30 poor families. Under the leadership of the
committee, about 150 ropani land of Lamachaur was integrated and Ghaderi was provided to each house at the rate of 5 annas 3 paisa 3 dams through Gola system. Shrestha said that the settlement was built in Lamachaur after the old settlement was endangered due to the demolition of Dhanja. "The land of the old settlement is still flowing," he said, "it is a terrible situation to live there."
After getting information from a geologist's study that the settlement was unfit for habitation, the locals started building an integrated settlement. Sukumar Shrestha, chairman of the Integrated Milan Basti Reconstruction and Development Committee, said that the settlement construction will be completed by next March. "We were planning to complete the construction of 8/10 low-income houses before Dasain, but the block making machine broke down and stopped," he said. "The construction of the settlement has started based on three lakhs given by the government, there has been a delay in raising some funds, there are also some loans taken with friends after the government has set a deadline for the construction of houses," he said.
