Through programs such as digital classes, e-libraries, digital dashboards, science centers, stem education (science, technology, engineering and mathematics subjects), science exhibitions, all the provincial governments have put forward a plan to make the education sector multicultural-friendly in the budget of the next financial year 2082/83.

In order to increase the use of technology for promoting good governance, the provincial governments have prioritized digital administration, digital charter, digital records, chief minister's action room, online evaluation system, service delivery through QR, digital health information system and mobile app to listen to complaints.

In the budget statement released by the state governments on different dates, along with digital education and digital administration, smart transportation service, smart license card, vehicle record digitization, public transport with GPS tracking and plans to implement technology such as telemedicine, e-health, digital health information system in the health sector are included as a common agenda.

It has been mentioned that special priority will be given to the use of technology to bring transparency, ease and efficiency in public services. Sudurpaschim Province has announced a plan to establish a different 'CM Action Room'. Bahadur Singh Thapa, Economic Affairs Minister of Sudurpaschim Province, said that the budget will be allocated for the existing 'Hello CM' program and the new action room. 

'Monitoring, facilitation, coordination, monitoring, guidance and control of projects will be arranged through digital technology,' Minister Thapa said in the budget statement, 'I have allocated 50 million rupees for information technology and equipment connection and management.'

To spread awareness about cyber crime, addiction and disaster, 'Ich One: "Teach Twenty One" program is said to be conducted. The goal of Sudurpaschim government is to establish a 'digital dashboard' to improve the state's data information system by creating an employment portal.

The Far West government, which includes the most programs related to digital transformation, has introduced a plan to regularly evaluate the milestones and achievements of every ministry by implementing programs such as the development of an online debate advocacy system, the taxpayer registration system, agriculture digitization, and the integrated results management system. 

It is mentioned in the budget that a framework will be built to embody the concept of 'Digital Karnali' in Karnali province. Economic Affairs and Planning Minister of Karnali Province Rajeev Vikram Shah has mentioned in the budget speech that an 'Incubation Center' will be established for the promotion of information technology enterprises targeted at the Gen-G generation to promote the use of IT-based enterprise business and service delivery in the private and public sectors.

"In order to improve the quality of public education and make it result-oriented, the SEE student digital teaching support program will be conducted for class 10 students," he said, "The Chief Minister's digital teaching program will be continued to produce competitive and skilled manpower by equipping community schools with digital technology." I have arranged 16 million rupees for both programs.' 

The government claims that e-health services, telemedicine specialist services, specialist health camps, hospitals and laboratories will be strengthened to bring health services to the doorsteps of the citizens of Karnali. It is stated in the budget statement that Karnali investment portal will be launched to provide information about the potential investment areas of the province, printing and distribution of smart driver's license in the province, and developing a policy framework for the regulation and promotion of digital networks and technology. 

The Lumbini state government has planned to implement a digital documentation program for the protection and promotion of ancient monuments, archaeological and cultural heritage, religious heritage, tourist and environmental sites. A new slogan for digital service delivery, 'Mobile in hand: Lumbini Economic Affairs and Planning Minister Dhanendra Karki says that the budget has been set aside to provide the necessary information and details to vehicle owners and drivers online through the 'Transportation Service with the campaign'. He also said that arrangements have been made to address citizens' complaints through electronic means such as

mobile app, QR codes, to implement the program 'Province Government with Consumers'. Lumbini has also launched a plan to operate a digital health information system for nutritional monitoring of women and children.

Gandaki Province has said that it will establish a 'Regional Information Management System' for the economic, social, administrative information and data management of the province. Economic Affairs Minister Takaraj Gurung has mentioned in the budget speech that arrangements have been made to provide services to the citizens easily by making maximum use of information technology in the service delivery of the transport sector.

"I have arranged for effective regulation and management of ride-sharing and self-driving to ensure passenger safety by giving priority to indigenous apps," he said. Gandaki has included in the budget a plan to provide press representative certificates for journalists and media persons online. The budget announced by the Bagmati state government also includes technology-friendly topics such as digital service delivery, innovation, smart transportation, electronic governance.

Bagmati province has allocated Rs 10 crore for specialist and specialized eye and robotics surgeries in provincial hospitals. It is said that the province will be developed as an information technology hub. The budget statement also mentions that an information technology learning center will be established in Kirtipur. 

Bagmati alone has included plans in the budget for digital branding based on social media. It is said that under the 'Bagamati Tourism Digital Campaign', tourism destinations will be promoted through content creators and vloggers from home and abroad.

The Bagmati government is planning to establish an information center and a digital sports library for the development of the sports sector. Not only this, the provincial government has said that it will prepare a digital transformation action plan for administrative reform and mobility. 

The government of Madhesh province claims that the budget is focused on making public service delivery simple, frugal and customer-friendly through the use of information technology. Madhesh Finance Minister Sunil Kumar Yadav mentioned that the budget has been allocated to implement 'highly digitized token system, cashless, paperless, SMS, MMS, voice message, vehicle registration system' in the performance and service delivery of the transport management offices here.

"I have allocated a budget for the work of establishing smart boards and e-libraries to make the schools information and communication technology friendly," he said, "I have allocated a budget for the automation and digitization of the cabinet meetings to make the meetings of the provincial cabinet transparent, systematic and technology-friendly and to make the records of the decisions of the meetings tight." Digital data system, GPA tracking service, technology-friendly programs like corruption control strategy have been included in the budget. In the budget statement presented by Minister of Economic Affairs and Planning of Koshi, Ram Bahadur Magar, it is mentioned that a study will be conducted to establish Science Center for the development and expansion of science and technology.

The budget of Koshi province also mentions the issue of making the revenue administration technology-friendly, sharing benefits and costs with the private sector in information technology and other profitable projects. Koshi has allocated a budget to provide glasses with artificial intelligence to underprivileged visually impaired students for easy living.

"By developing the state public health laboratory as a referral lab, a system to regulate and monitor labs across the state will be developed," said Koshi's budget statement, "I have allocated the necessary budget for digitalization of public vehicles with geographic location system (GPS) to reduce road accidents by making public transport technology-friendly." There is a plan for Koshi province to allocate the necessary budget to establish and operate an electronic data center to protect the information and data of the province. 

State governments have also included programs on innovation, e-governance in previous years. But there are complaints that they are limited to the announcement. Programs like startup promotion, internship, telemedicine are recurring topics this year as well.

Some programs launched by the federal government, such as the Gen-G generation-targeted scheme or the digital framework, have been copied or adopted by state governments. Many of the information technology plans have come under fire for being retail, vague or irresponsible. Some of the plans' implementation strategies, resource allocation or monitoring mechanisms are not mentioned in the budget.
