The Nepali Army is opening a track at 79 km of Tusarpani-Tinkar section of Darchula-Tinkar road. The Army took over the task of opening its track on 28 Jan 077. After 40 months of construction, only 12.72 km of track has been opened. The army said that due to lack of adequate budget allocation, the road track could not be opened as per the target.
Since this road is not built, common people have to use the Indian road to go to their own country Changru, Lipulek, Kalapani and other places from the headquarters Darchula. This road is 425 km from Brahmadev in Kanchanpur to Tinkar in Darchula. The army has got the job of opening the track in this section with difficult rocks. The Army has to complete the opening of the track by the financial year 088/89. After the issue of Darchula-Tinkar road under the Mahakali Corridor was not raised in the budget statement for the next financial year 081/82, former minister and MP Dilendra Prasad Badu asked Finance Minister Varshman Pun why the budget was not kept in the Parliament.
'Why couldn't this road be included in the budget,' he asked Finance Minister Pun a few days ago Said done. "The government has not allowed the lack of resources and manpower in national pride projects and national priority roads," he said Casey said. "Each year two and a half km to 3 km new tracks are opened and upgraded," he said, "according to the target of 080/81, a lot of work has been done. But the budget allocation has not been enough.'
KC says that if you get more budget, you will get more work. In the current financial year, 14.19 million rupees have been allocated for this project. "There is geographical complexity, the budget is low in areas that need to be worked on quickly," KC said. "The importance of this road is different, in some places in this region, it is necessary to reach Nepal through India," KC said, "This road can be passed through one's own land."
"There should be sufficient budget and resources for this," KC said, "The budget comes under the Ministry of Physical Affairs, if the budget is available according to the requirement, there is no problem in achieving the goal." The army will only work to widen the road by opening the track. There is only 16.10 percent physical progress since the project started. "We don't know how much budget has been allocated for the next financial year," KC said, "If it was allocated more than the previous years, the progress of the work would have increased."
Army is working in Tusarpani and Atungati located in Byas rural municipality-3 of Darchula. The starting point of the entire project starts from the headquarter of Darchula, Khalanga (Mahakali Municipality 5) and the end point of the project is Tinkar Bhanjyang, located on the border between Nepal and China. The army should complete the opening of the track by the financial year 088/89. Although about half a dozen roads are being constructed across the country under the responsibility of the Nepali Army, it is seen that due to geographical complexity, most of the works will not be completed within the stipulated time.
The army has been given the responsibility of the difficult road sections that could not be constructed by the road department. Currently, the construction of 274.537 km of roads is under the responsibility of the army. Under the North-South Koshi Corridor, 10.51 km section of the Khandbari-Kimathanka road, out of 162 km, has been entrusted to the army. In the current financial year, an allocation of Rs 99.8 million has been made for Chamtang-Ghongghpa section. So far, the opening of 8.10 km track has been completed.
Another road taken over by the army is Benighat-Arughat-Larkevnjang. The total distance from Benighat in Dhading to Larkepass in Gorkha is 154 km, of which the rough section is 92 km. According to the army, work is being done to open the track in that difficult section. According to the army, so far the work of opening 37.50 km track in this section has been completed. The remaining 55 km road tracks should be completed by the army within the financial year 086/87. Army is working in Hawadanda to Larkevanjang section.
"All the roads that the army has been responsible for opening are the roads that connect the border with China," military spokesman KC said, "The army is working in a difficult situation. There was no shortage of budget on all the roads to complete the work quickly. The Army has succeeded in connecting Simkot, the headquarters of Humla, to the national road network by opening a track. The distance of Karnali Corridor from Khulalu in Kalikot to Hilsa via Simkot is 269 km. Out of this, 246 km has been worked by the road department and 22.5 km by the army.
There are big rocks between Kharpunath and Sarkegad Rural Municipality of Humla, so the army has worked there. Lalibagar-Dullikuna section 11 of Humla and Ghatparichaur-Bhukkakhola section 11.5 km connecting Kalikot-Bajura are hills with hard rocks and the army has got the responsibility to work there. Lalibagar-Dullikuna section 11 km track is being opened and the road is being widened. The track opening of 4.40 km road out of 11.5 km in Ghatparichaur-Bhukkakhola section has been completed. A 95-km road track from Hilsa to Simkot, a border area of China, has already been opened.
