The Nepali-speaking Indian state of Sikkim has been declared a fully literate state. After Mizoram, Goa, Tripura, Himachal and Ladakh, Sikkim has become the next state in India to be declared fully literate under the 'Ullas' programme.
Now the Sikkim government has said that it will take forward digital literacy, life skills, vocational education and lifelong learning programmes.
Sikkim Chief Minister Prem Singh Tamang (PS Gole) declared the state a fully literate state under the 'Ullas-Nav Bharat Literacy Programme' during the seventh convocation of Sikkim University organized at the Manan Kendra in Gangtok on Wednesday.
Gole declared the state fully literate in the presence of Indian President Dauphi Murmu. President Murmu arrived in Sikkim on a three-day visit on Wednesday. Indian media has mentioned that she will also visit the Nathula border crossing on the India-China border.
President Murmu congratulated the state government and the people, terming the achievement of the Sikkim government as a ‘proud and historic moment’. She said that the collective commitment to education and empowerment has taken Sikkim to new heights.
Governor Mathur also said that this achievement was possible through the joint efforts of the government, educational institutions and citizens, and said that literacy is the basis of inclusive development.
As per the criteria set by the Ministry of Education, Government of India, a state is considered fully literate if more than 95 percent of the population aged 15 years and above is literate.
According to a survey conducted by the Directorate of Economics, Statistics, Monitoring and Evaluation under the Government of Sikkim in 2022, the population above the age of 15 in the state is 530,046.
In which 15,361 illiterate adults were identified. Out of them, 14,447 have passed the Basic Literacy and Numeracy Assessment Test under the National Institute of Open School Education and obtained a literacy certificate.
Based on this, government data shows that Sikkim's literacy rate has reached 99.82 percent. Which is much higher than the 95 percent standard required for full literacy.
'Ullas-Nav Bharat Literacy Program' was launched in Sikkim on 14 November 2022. Since then, the program has been implemented in all 6 districts, 34 blocks, 199 gram panchayat units, 1,149 wards and all municipal areas of the state.
