There is a huge gap in the electricity generation target in the policy and program for the upcoming fiscal year and the 'Energy Consumption Growth and Export Strategy, 2083' prepared by the Ministry of Energy, Water Resources and Irrigation.
The government, which had announced to generate 30,000 megawatts of electricity within the next decade, has reduced the target by 1,500 megawatts to 28,500 megawatts while making public the achievements of 100 days. The government's policy and program, strategy and the minister's public statements have raised serious questions about whether the government has retreated from its own declared policy.
Similarly, the current ruling partner, the National Independent Party (NISP), had also mentioned in point 44 of its manifesto that it aims to achieve 30,000 megawatts of electricity installed capacity in the coming decade.
However, the draft of the 'Energy Consumption Growth and Export Strategy, 2083' posted on the website of the Ministry of Energy, Water Resources and Irrigation on 20 June was found to have been downgraded.
The strategy set a target of increasing per capita electricity consumption to 1,500 units by 2035 and reducing the total installed capacity to only 28,500 MW. Of which, about 13,500 MW is planned for domestic consumption and about 15,000 MW for export.
Assistant Spokesperson of the Ministry, Shaligram Bhandari, said that the government's target is 30,000 MW. 'The policy and program says 30,000 MW. That is the government's target,' he said, 'We are seeking agreement from the relevant ministries on the strategy. It has not yet taken a final form. The strategy will be approved by the Council of Ministers. Then it will be implemented.'
However, while presenting the progress report of the government's 100-day program organized on Saturday, Education Minister Sasmit Pokharel said that by 2035, the per capita electricity consumption will reach 1,500 units and the total installed capacity will reach 28,500 MW, developing domestic consumption to 13,500 MW and export capacity to 15,000 MW, and preparing 'Energy Consumption Growth and Strategy 2083' for reliable and clean energy supply to Nepal in bilateral and sub-regional markets.
Point 74 (a) of the government's 100-point action plan on governance reform stated that the energy export strategy would be prepared within a month. The strategy has been prepared in accordance with the same action plan.
