On the occasion of completing 100 days of the government led by Prime Minister Balendra Shah, the Ministry of Culture, Tourism and Civil Aviation has made public various policy reforms and service delivery achievements in the tourism, aviation and cultural sectors. According to the ministry, progress has been made in the areas of digital transformation of air services and tourism administration, preparation for regular international flights from Pokhara International Airport, implementation of health tourism strategy and preservation of cultural heritage during this period.
The ministry has stated that in order to make the air ticket sales system more transparent and systematic, it has implemented a system to sell tickets of all airline companies operating in Nepal through the online system. Along with this, services including mountaineering permits, revenue payments, permit certificates, debriefing reports and certificate distribution have also been brought into operation through digital means. The ministry has claimed that most administrative services related to hotels and casinos have also been gradually integrated into the online system.
The ministry has stated that the summer and winter season flight schedule of Fly Dubai has been approved, with regular international flights to be operated from Pokhara International Airport, which has been waiting for regular international flights for a long time, starting from September 2026. The ministry has presented this as an important achievement in the operation of Pokhara Airport.
To expand new tourism opportunities, the ministry has issued the 'National Health Tourism Strategy (2026-2035)' and 'Health Tourism Action Plan (2026-2030). According to the strategy, it is aimed to reach 11 percent of the total foreign tourists coming to Nepal by 2030 and establish five integrated health tourism centers across the country by 2035.
During this period, the ministry has stated that feasibility studies have been completed for new tourist destinations including around the Koshi River in Udayapur, Ramaroshan in Achham, Badimalika in Bajura, Api Himal and Dordi Himal trekking routes.
To make the aviation sector more safe and responsible, the ministry has formulated the 'Domestic Air Service Liability Bill, 2083'. Similarly, to facilitate the movement of passengers in remote areas, five electric buses, one each at Nepalgunj, Surkhet and Dhangadhi airports and two in Lumbini, have been brought into operation.
Under the structural reforms, the Ministry has announced that the Nepal Tourism and Hotel Management Academy and the Nepal Mountain Training Academy have been merged to form the 'Nepal Tourism, Hotel and Mountain Training Academy Development Committee' and have started operating in an integrated manner. According to the Ministry, this aims to reduce administrative costs and make training and human resource development programs more effective.
Towards the protection of cultural heritage, the Ministry has stated that the process of declaring the historic Ram Janaki Temple as a protected monument area and determining the four forts has reached the final stage.
