The government led by Prime Minister Balendra Shah has claimed that it has taken forward various works in the areas of making foreign employment safe, dignified and systematic, as well as internal labor market reform and skill development in its 100 days. The Ministry of Labor is headed by Ramji Yadav.

According to a press conference held at the Office of the Prime Minister and Council of Ministers in Singha Durbar on Saturday, government spokesperson Sasmit Pokharel said that the Ministry of Youth, Labor and Employment is working on creating an integrated digital system covering the entire cycle of immigration to completely digitize the foreign employment system.

The ministry has stated that the labor permit will be available on the same day and the labor permit-related facilitation services have been provided through the local level employment coordinators. The digital web portal for health screening of workers going for foreign employment has reached the testing phase.

The ministry has stated that 1,04 cases and complaints related to fraud related to foreign employment have been resolved and Rs 307.42 million have been recovered from the victims, the ministry said. It is claimed that the current government has paid more than Rs 300 million in compensation in 100 days of the 126.7 million compensation paid in the 9 months before the formation of the government. According to the ministry, the monthly average of compensation recovery has increased by 628 percent, the number of cases settled by 241 percent, and the rate of victims receiving compensation by 673 percent.

Similarly, 11,528 files of foreign employment-related cases and complaints since 2057 have been digitized. The ministry has stated that software for digital tracking of cases, investigations, and compensation-related services is being prepared and tested.

A collection of suggestions from the general public has been started for the amendment of the Foreign Employment Act, and a task force has been formed to review the controversial 'free visa, free ticket' policy since 2072 BS and a study has been taken forward.

It is stated that an action command center has been established in the ministry to control labor fraud and 1,663 complaints have been addressed. The ministry claims that the 'Operation Illegal Agent Clean-Up' campaign has been launched, 5,391 complaints have been resolved through the Shramadhan Call Center, and a 24-hour labor help desk has been brought into operation at the Tribhuvan International Airport.

The ministry also stated that discussions have been held with ministers and ambassadors of 11 countries under labor diplomacy and the process of new labor agreements and renewals has been initiated with eight major labor destination countries.

The government has declared the period from 2083 to 2092 BS as the 'Employment Promotion Decade' and is preparing a long-term action plan for the internal labor market. It has been mentioned that all 753 local level employment service centers have been activated as employment, skill and entrepreneurship centers and a draft of the National Employment Policy 2083 BS is being prepared.

Preparations have also been made to integrate 17 online systems of the ministry. The ministry has stated that labor inspections have been conducted in 1,321 establishments for the purpose of improving the internal labor market and fines and compensation of Rs 44 million 96 thousand have been imposed during the complaints and inspections of workers. It is claimed that 1,991 labor inspections were conducted in the 9 months before the formation of the government, of which 1,321 inspections have been completed in 100 days of the current government.

A proposal has been submitted to the Federal Parliament for the ratification of the International Labor Organization (ILO) Labor Inspection Convention No. 81 and the Forced Labor Convention, 1930, for the reduction of labor exploitation. The ministry has stated that the loan limit available to contributors under the social security scheme has been increased to Rs 15 million.

A short-term skill development training, innovation and business incubation program has been started in collaboration with Kathmandu University and the Indian Institute of Technology for skill development. The ministry has stated that thousands of youth have been trained in fields including Montessori, fashion design, automobile and computer operator through the National Vocational Training Institute.

Similarly, the ministry has mentioned that priority has been given to employment in the government, public and private sectors for those injured in the movement and the families of martyrs, and that skill development, psychosocial counseling and rehabilitation packages have been implemented for them.
