As the grant received from the federal government has decreased, the budget of Biratnagar Metropolitan City for 2083/084 has shrunk compared to the current year. In the current fiscal year 2082/083, the metropolis had brought a budget of 4.4 billion rupees.
This time, the internal income of the metropolis is also expected to decrease. While the internal income was estimated at 1.4 billion rupees in 2082/083, it is projected to collect only 1.27 billion rupees for the coming year.
It is estimated that the federal government will receive 1.7 billion rupees in grants next year and the provincial government will receive 1.4 billion rupees in grants next year.
The metropolis has given high priority to infrastructure development in terms of budget allocation. 1.6 billion rupees 3.9 million 32 thousand has been allocated for infrastructure development. 265 million rupees 59 thousand have been allocated for social development, 32 million rupees 37 thousand for economic development, and 293 million rupees 10 thousand for good governance and institutional development. 762.878 million rupees have been allocated for office operations and administrative expenses.
The metropolis has also put forward some new and innovative programs for the coming year. A 'matching fund' of 10 million rupees has been established to increase private and community participation in infrastructure development. 'Paid internship' and 'School to Work Transition' programs will be launched with the aim of connecting youth with employment.
Similarly, 'Generate Your Business Idea' and 'Start Your Business' programs will be launched targeting women and youth who want to start new businesses to promote entrepreneurship.
A policy has been taken to form a 'Male Lead Network' to reduce gender-based violence, while the concepts of 'Waste to Energy' and 'Circular Economy' will be implemented in waste management.
The metropolis has also put forward a plan to operate a 'Mayor Dashboard', chatbot and digital charter system, prioritizing technology-based good governance.
Meanwhile, some of the pride schemes that have been in operation since the previous year have been given continuity. Multi-year projects such as the construction of Prime Minister Park, Ranipokhari and Manthapokhari Green Park, and the main administrative building of the metropolis have been prioritized for the coming year as well.
The ‘Save Daughter, Educate Daughter’ program, home health check-ups for senior citizens above 80 years of age, and free ambulance service will be continuously operated in the direction of social security. Operation of service centers and building construction work for children with autism have also been included in the pride scheme.
The metropolis has also continued its plan to develop three community schools as ‘mega schools’ with a capacity of 5 to 10 thousand students. In collaboration with the Nepal Red Cross Society, the program to provide free blood service to the residents of the metropolis and distribute social security allowance through the electronic fund transfer system will be made more effective.
