Birgunj Metropolitan City has announced an estimated budget of Rs 4.42 billion for the fiscal year 2083/084. This is a budget of about Rs 1.2 billion more than the current fiscal year. The metropolis has stated that education, health, sanitation, agriculture, tourism, industry and infrastructure development have been given priority in the budget.
At the 20th session of the municipal assembly held on Wednesday, municipal executive member Jagat Sah Kanu presented the income and expenditure details for the upcoming fiscal year on behalf of acting mayor Imtiaz Alam. The total budget of the metropolis for the current fiscal year 2082/083 was Rs 3.22 billion.
According to the presented budget, Rs 2.40 billion has been allocated for current expenditure, which is 54.3 percent of the total budget. Similarly, Rs 1.96 billion, or 44.6 percent, has been allocated for capital expenditure. Rs 50 million, or 1.1 percent of the budget, has been allocated for financial management.
The metropolis has kept the intergovernmental financial transfer received from the federal government as the main source for managing the expenditure for the coming year. It is estimated that Rs 1.98 billion will be received from the federal financial transfer for the budget. Similarly, the target is to collect Rs 1.48 billion from internal revenue.
It is estimated that Rs 246.883 million will be received from the federal revenue sharing, Rs 528 thousand from the intergovernmental financial transfer of the provincial government, and Rs 16.714 million from the provincial revenue sharing. It is estimated that Rs 450 million will be earned from the real estate registration fee, while Rs 46.944 million will be managed from the cash balance of the previous year and Rs 150 million from the Municipal Development Fund.
Presenting the budget, Municipal Executive Member Kanu said that improving the quality of education and health services, making the metropolis' sanitation management effective, protecting forests and the environment, promoting agriculture and tourism, developing industry, building quality physical infrastructure, and providing technology-based services have been prioritized.
Earlier, Acting Mayor Alam presented the annual policy and program for the upcoming fiscal year in the Municipal Assembly. He said that the policy and program have been decided keeping the long-term development of the metropolis, modernization of service delivery, and building a citizen-friendly administration in mind.
The 20th session of the Municipal Assembly was attended by Chief Administrative Officer Basanta Bahadur Bohara, Municipal Executive Member, Ward Chairmen of all 32 wards, ward members, and employees of the Metropolitan City.
Since the size of the budget has been significantly increased compared to the current fiscal year, it is seen that there will be special interest in the implementation capacity of development programs and the effectiveness of revenue collection in the upcoming year.
