Currently, work has been done under contract only in packages 1, 2, 3, 4, 5, 6, 7, 8 'A' and 'Kha' and 9 'A' and 'Kha' and 10. A decision is yet to be made regarding land acquisition in the Khokana-Dukuchhap section in package 11. The contractor company Jiangxi-Hanuman-Baniya JV claims that the construction progress of sections 9 'A' and 'Kha' has reached three percent. An agreement was signed with this JV on 13 Chaitra 2080. Jiangxi is a Chinese company. But the construction order was given on 31 Baisakh 2081. The progress of this section, which has a contract value of 7.57 billion rupees, is only 4.5 percent. The contract is ending on 25 Magh. As per the agreement, 12 concrete bridges, 2 gallery tunnels (open tunnels) and 3 kilometers of roads should be constructed in parallel at 6 locations.
A contract agreement was signed with XCGC-Hanuman-Baniya JV on 23 Chaitra 2080 for package 9 'B'. The construction order was given on 31 Baisakh 2081. XCGC is a Chinese company. The progress of this section, which has a contract value of 7.64 billion rupees, is only 2.74 percent so far. According to military sources, this is progress with design. The contract has been made as per design and build. The company that gets the contract has to design it. The design time is specified in the contract. But project sources claim that the overall construction work in this section is not more than one percent.
The contract was awarded to build 6 concrete bridges, passenger overpasses and 1.8 km of blacktop road at 3 locations in this section. However, progress has not been made due to the non-performance of the construction contractors. Although the contract was awarded to a JV in both packages, the work has been carried out by Baniya Construction Services. After two years of construction, there has been no progress, the Kathmandu-Terai/Madhesh Expressway Project on Tuesday sent a warning letter (Notice to Correct) to the construction company, asking it to make 3 percent progress within a month. When all preparations were completed and work was about to begin, the flood in Asoj 2081 caused the Kulekhani dam to burst and the Bagmati flood swept away everything, said Suk Bahadur Tamang, deputy project manager of the company that took the contract for Package 9 'K'.
'The flood forced us to redesign the places where the bridge and other structures were to be built. The previous drawing was one, the flood changed the place where the bridge was to be built,' Tamang said, 'The work has been delayed because the place where the bridge was to be built has changed.' He claims that 90 percent of the design work has been completed. He said that it will be difficult to work during the rainy season. 'We are trying to make 3 percent progress within a month,' Tamang said, 'It is about to rain, the flood has brought large stones and piled them in the work area, so explosives have to be brought in and destroyed.'
He said that the process for explosives has been moved forward through the Ministry of Home Affairs. Ujjwal Baniya, Executive Director of Baniya Construction Services, said that the average progress is 3 percent, not 1 percent as stated by the project. 'The project may not have stated the progress of the design,' he said, 'but the progress is more than what the project stated.' He said that the time has been extended because one design had to be done before the flood and another after. He said that half of it was done by the army and half by them.
‘There were many problems, it has been 10 days since the trees at the construction site were cut down, and explosives have to be used for work. Explosives have been requested for that. They have not been available,’ he said. The length of the bridge has increased during the post-flood design. He clarified that it has been only 8 months since the contract was awarded. ‘It is natural to issue a notice to correct as a warning due to slow progress,’ he said, ‘Not much work has been done, work could not be done because the flood washed away the access road.’
On 10 Jestha, Minister for Infrastructure Development Sunil Lamsal conducted an on-site monitoring of the expressway. When the fiscal year was about to end, the project sent a ‘notice to correct’ to the construction company concerned after the progress was not made as scheduled, said military spokesperson and assistant lieutenant colonel Rajaram Basnet. ‘This is a notice to correct the company responsible for the construction,’ he said, ‘We have been asked to increase the progress of the work by setting a time limit. If the work is not progressed as prescribed, the project will proceed with the process of taking action as per the rules.'
National Planning Commission member Arjun Jung Thapa has commented that there has been no progress in 9 'A' and 'B' of the project. 'There is no progress in this section, sending a 'Notice to Correct' to the construction contractor who is working if there is no progress in the work. After that, he should increase the progress in the work,' he said after returning from an on-site monitoring of the expressway some time ago. 'If there is still no progress, we will send a 'Notice to Correct' three times in total, and if there is still no progress in the work, there is no option but to terminate the contract.' The entire project is scheduled to end in Chaitra 2083.
There is no plan to complete the work during this period. Since the work will not be completed within that time, the concerned bodies have suggested that at least three more years be added. So far, the physical progress of the project construction is 48 percent. The Council of Ministers had decided to hand over the responsibility of managing the construction of the expressway to the Nepal Army on 21 Baisakh 2074. Later, the Ministry of Physical Infrastructure and Transport (now Infrastructure Development) handed over the project to the army on 27 Shrawan 2074.
Accordingly, the work should have been completed by Mangsir 2081. Since the work could not be completed within that time, it was decided to extend the deadline for the first time until Chaitra 2083. Since the work could not be completed even during this time, preparations are being made to extend the deadline for the second time. The dispute over the 6.5-kilometer section of the Khokana section under the project has not yet been resolved. The government has not yet been able to decide on the construction of a 'toll plaza' in Farsidol. Due to which work has not been able to be done on the Khokana section of Lalitpur. This is also why the stakeholders say that the project time needs to be extended. Although it was said that the work on the remaining section will be started by putting aside the dispute over the 3.2-kilometer section of Khokana in Lalitpur, the Detailed Project Report (DPR) of that section has not been revised yet. The DPR is stuck with the Ministry of Defense. The then Sushila Karki-led government had sent a proposal to the Council of Ministers to take a decision on this, but no decision could be taken.
After years of unresolved Khokana dispute, the previous Prime Minister Karki had instructed to move forward with an alternative plan on 5 February. Accordingly, a toll plaza (toll collection house) should be built in Farsidol, 3.3 kilometers from Khokana. For this, a decision on amending the DPR should be made by the Council of Ministers. The DPR mentions that a concrete bridge will be built to connect Dukuchhap-Farsidol. The Ministry of Defense has stated that the proposal for amending the DPR submitted through Karki as Prime Minister has been returned without a decision. According to the Army, the DPR made in 2075 mentions that the toll plaza will be placed in Farsidol. Accordingly, a link road will be built to make it easier for the locals of the area. Out of the total distance of the expressway, the tunnel route is only 10.901 km. The distance of the bridge is only 12.885 km. The left-hand tunnel of the 3,355-meter Mahadevtar Tunnel is set to break through in mid-June.
According to the contract agreement signed by the Chinese company China State Construction on 31 Baisakh 2078, its work should be completed by 13 Chaitra 2082. The company was in a state of termination of the project contract after not working for a long time. According to project sources, the company resumed work only after about a year. Seven tunnels are under construction on the expressway. Two parallel tunnels will be constructed according to the total distance of all the tunnels. One of these will be a tunnel from Kathmandu to Nijgadh and the other from Nijgadh to Kathmandu. The Dhedre and Lendanda tunnels have been 'broken through' and finishing work is underway.
