Finance Minister Swarnim Wagle has said that the budget for the upcoming fiscal year 2083/84 has continued the pro-poor and welfare programs that have been in operation since the past. Responding to questions raised in the Finance Committee meeting on Wednesday, he said that most of the programs introduced by the previous governments have been continued.
‘All the programs introduced by the previous governments in the name of the poor and the welfare state are still in place. Now either you have to accept that the programs introduced in the past had no basis or they were not pro-poor. Otherwise, we have continued most of them,’ he said.
According to Finance Minister Wagle, efforts have been made to make the subsidy-oriented system production-oriented. Farmers will also be able to benefit from this program through contract farming, individually or collectively. He said that the program was initially implemented as a pilot and will be expanded if successful.
On the issue of infrastructure development, Finance Minister Wagle said that priority has been given to projects of national pride such as the Postal Highway, Mid-Hill Highway and North-South Corridor. Stating that the budget of the Ministry of Infrastructure has reached about 300 billion rupees, he said that although it is not possible to address all the demands at once, additional resources can be provided based on the progress of the work.
Finance Minister Wagle also said that the concerned ministry has been given the authority to transfer funds to the projects that are in progress as per the requirement.
Finance Minister Wagle said that the government is moving towards amending various laws, making provisions related to the 'Sunset Law' and resolving legal complications related to national parks, forests and the environment to make the budget implementation effective.
