Palungtar Municipality has launched a 'Land Bank' program to cultivate barren land. Sher Bahadur BC, Chief Administrative Officer of Palungtar Municipality, said that the 'Land Bank Program Procedure' is being prepared to protect arable land, utilize barren land and promote commercial agriculture.
The municipality has also issued a public notice for registering land in the Land Bank as per Section 5 Sub-section (1) 'd' and Schedule-1 of the procedure. Landowners in the city area have also been urged to register their unused cultivable land in the Land Bank and participate in the campaign, he said.
‘From here, there is a trend of migrating to developed cities like Chitwan, Kathmandu, Pokhara, and going abroad for foreign employment,’ he said. ‘In this situation, the number of people in the village is decreasing, the land is becoming barren, and there is a tendency to rely on remittances rather than production, and the land is being left barren. Some farmers are forced to stay there because they do not have land. We have implemented this program to provide land to farmers who are interested in farming and connect them to production.’
BC also said that the program is being implemented with the aim of increasing agricultural production, creating employment, and strengthening the local economy by connecting cultivable land within the city area, but unused for various reasons, to the production system.
It has been arranged that landowners must be registered to participate in the land bank. According to Section 3 Sub-section (1) (b) of the procedure, the land registered in the land bank will be scientifically classified on the basis of road access, irrigation facilities, fertility, biosecurity and area. He also said that the municipality will make arrangements to provide the listed lands to farmers, farmer groups, cooperatives and agricultural firms interested in agricultural work as per the rules. It has been arranged that landowners with at least 2 ropanis or more cultivable but barren land to be listed in the land bank can register their land in the land bank. The municipality issued a notice on Jestha 1 and urged them to apply for registration within 15 days. He also said that the first priority for getting land in the land bank will be farmers from the city area. “This program will also help the municipality to become self-reliant in agriculture, and we also aim to promote the cultivation of indigenous crops such as rice, sesame, and almonds, and to emphasize commercial farming systems including coffee,” he said. He said that the campaign aims to increase the use of barren land, develop a production-oriented agricultural system, and attract youth to agricultural enterprises. The working procedure also mentions providing incentives and necessary technical support to farmers who produce excellent products on land obtained from the land bank.
