Finance Secretary Ghanshyam Upadhyay has said that the things that the government is trying to prioritize in the budget for the upcoming fiscal year have been made clear from the policies and programs. Speaking at the second session titled 'Search for meaning, not numbers in the budget' at the Kantipur Economic Summit 2026, he made it clear that the government's first priority is good governance.
'After that, economic reforms and infrastructure development have been prioritized,' he said, 'its pillars are investment.' Stating that the policies taken by the government in the past have made the country self-reliant in cement production, he said that in 10 years, hydropower has gone from being 18 hours of load shedding to being exported.
'This has happened because of the government's easy policies,' he said, 'The government has reduced the import of the economy and facilitated the sectors where it exists through policies.' He said that in the current situation, it is necessary to increase the self-confidence of the private sector. 'There are two things in this: one, the private sector is looking for a guarantee of security. That security is the security of property and the security of individuals,' he said. 'We will take the private sector along with the government in public infrastructure development and in profitable projects.'
