It will be a year in May since the Nepal Electricity Authority (NEA) invited bids for the design, supply, installation and commissioning of the Disaster Recovery Center (DRC) and the private cloud infrastructure and data center interconnect (DCI). However, the NEA has not yet completed the evaluation of the bids.

The NEA first invited bids on 09 May 2025. The deadline for the bids was set on 23 June 2025. Since then, the NEA has extended the deadline to 8 July 2025, 18 July 2025, and finally 25 July 2025.

It has been 9 months since the deadline for the bids expired. However, the NEA's evaluation has not been completed. Durga Nanda Badiyait, Deputy Executive Director of the NEA's Project Management Directorate, says that the technical evaluation took time.

He said that the technical evaluation has been completed and the financial evaluation has been completed and now it has been sent to the Asian Development Bank (ADB) for approval. ‘It is under the ADB loan, so we have sent it for approval,’ he said, ‘We will proceed with further work after the ADB experts review it and send it.’ He said that after the ADB gives its approval, a letter of intent will be issued to the selected companies.

‘We give notice of intent to accept. If no other party raises any objections within that time, we will write a letter asking them to come and sign the contract,’ he said.

He said that the technical evaluation took time because there were many clarifications. Four companies have applied for the bid. He said that only two of them were eligible after the technical evaluation and were sent to the ADB after financial evaluation.

The Authority intends to build a Disaster Recovery Center (DRC) in the premises of the New-Butwal Substation at Bhumahi in Nawalparasi district. In addition, the Authority plans to install cloud infrastructure in its existing Data Center (DC) and establish a dual-path connection between the Data Center and the Disaster Recovery Center using a dense wavelength division multiplexing network. Along with this, the cloud infrastructure for both the Data Center and the Disaster Recovery Center will be integrated.
