Fast track construction work 46.88 percent complete, 'breakthrough' of left side of Mahadevtar tunnel in Asar

The government has not yet decided on the construction of a toll plaza at Farsidol on the Kathmandu-Terai/Madhes Expressway (Fast Track). As a result, work has not been completed on the Khokana section of Lalitpur. Although it was said that the work on the remaining section, starting from the 3.2-kilometer dispute at Khokana in Lalitpur, will be started, the Detailed Project Report (DPR) of the section has not been revised yet.
The Ministry of Defense had sent a request to the Council of Ministers to take a decision on this during the Sushila Karki-led government. But no decision was taken on this. The Kathmandu-Terai/Madhes Expressway Project Office is currently waiting for the decision of the Council of Ministers. Work on this section is being contracted out elsewhere. Bridges, tunnels and roads are being constructed.
After the Khokana dispute remained unresolved for years, the previous Prime Minister Sushila Karki had directed to move forward with an alternative plan on 5 February. Accordingly, a toll plaza (toll collection house) should be built in Farsidol, 3.3 kilometers from Khokana. For this, a decision on the amendment of the DPR should be made by the Council of Ministers. The DPR mentions that a concrete bridge will be built to connect Dukuchhap-Farsidol.
The Ministry of Defense has stated that the proposal for the amendment of the DPR submitted through Prime Minister Karki has been returned without a decision. At that time, it was said that a decision would be taken quickly and the work would be taken forward, said Secretary of the Ministry of Defense Kedanar Nath Sharma. ‘When the DPR was submitted, no decision was made, but after the elections a new government was formed, in such a situation, proposals that have not been decided are returned,’ he said, ‘The proposal was returned immediately after the government was formed, now discussions are underway to send it to the government again.’
After the 6.5-kilometer section of the Khokana section was not resolved for a long time, the then Prime Minister Karki had instructed to move forward with an alternative plan. After the Khokana problem was not resolved, a team led by Karki had visited the under-construction expressway on 3 Magh. They had returned after understanding the problems there on the spot. After that, it was decided to find a solution after discussing it in the presence of the ministers, army chief, secretary and project chief of the concerned ministry. Army spokesperson and assistant lieutenant general Rajaram Basnet said that the Nepal Army has prepared the DPR and sent it to the ministry. He said that there will be no problem in starting the work as soon as the decision to amend the DPR is made.
According to the army, the toll plaza will be placed in Farsidol in the DPR prepared in 2075 BS. Accordingly, a link road will be built to facilitate the locals of the area. The Council of Ministers had decided on 21 Baisakh 2074 BS to hand over the responsibility of managing the construction of the expressway to the army. Later, the Ministry of Physical Infrastructure and Transport handed over the project to the army on 27 Shrawan 2074 BS.
Accordingly, its construction is being managed by the army. Out of its total distance of 70.977 km, only 10.901 km is the tunnel route. The distance of the bridge is only 12.885 km. Out of the 13 construction packages under the project, work is currently being contracted in packages 1, 2, 3, 4, 5, 6 and 7. Similarly, work is being contracted in packages 8 'A' and 'B' and 9 'A' and 'B' and 10. A decision is yet to be made regarding land acquisition in the Khokana-Dukuchhap section in package number 11.
So far, the physical progress of the project construction is 46.88 percent. The left-hand tunnel of the 3,355-meter Mahadevtar tunnel is set to be 'broken through' by mid-Ashar, said Army Spokesperson Basnet. According to the Nepali Army, excavation work has been completed for 2,921 meters on the left and 2,467 meters on the right. The contract for the construction of the Mahadevtar tunnel has been awarded to China State Construction Engineering Corporation. The company did not do it properly for about a year and a half, so it could not break through on time. The project says that it has now made progress only after reaching the point of breaking the contract.
7 tunnels are under construction on the expressway. Two parallel tunnels will be built according to the total distance of all the tunnels. One of them will be a tunnel from Kathmandu to Nijgadh and the other from Nijgadh to Kathmandu. The Dhedre and Lendanda tunnels have been 'broken through' and finishing work is underway. Similarly, the construction of Chandram Bhir, Devichaur, and Sisoutar tunnels is ongoing. The army has said that work is underway to build a portal in the Mauri Bhir tunnel.
According to the project, the foundation of 56 bridges out of 89 special nature, the substructure of 38 bridges and the superstructure of 16 bridges have been completed. Out of 89 bridges, work is being done under contract at 85 places. The work of 4 bridges in the Khokna section has not been completed.
In terms of road construction, only 11.2 km of subbase, 5.5 km of base and 0.2 km of road have been blacktopped. The Nepali Army has stated that although the target of blacktopping 6 km of roads in the current fiscal year was set, the work could not be completed due to lack of bitumen. Similarly, work is underway to construct a toll plaza and interchange in the Nijgadh area of the expressway. The
project has spent Rs 85.14 billion including the purchase of land and the payment to the Nepal Electricity Authority. The deadline is until Chaitra 2083. The Nepali Army claims that it was not able to start work immediately after taking over the management due to the time it took for the DPR to be approved by the Council of Ministers. The work on the DPR began on 16 Asoj 2075 and was ready on 19 Magh of the same year. Then it was approved by the Council of Ministers on 1 Bhadra 2076. The
package 1 to 7 was contracted from Jestha 2078 to 10 Magh 2079. The first revision of the project's DPR was made on 30 Shrawan 2080 and the second revision was made on 25 Kartik 2081. The total cost of the project, including VAT, is estimated to be 2011.93 billion.
Four bridges have been constructed in parallel at the mouth of the tunnels in Dhedre and Lendanda. The bridges are 82 meters high. Two parallel bridges have been built over the Jitpur River at the mouth of the Dhedre Tunnel for vehicles running from Kathmandu to Nijgadh and Nijgadh to Kathmandu. The length of the bridge built over the Jitpur River is 300 meters. The length of the bridge built over the Chalise River leading to the Lendanda Tunnel is 339 meters.
