There are only four months left for the current fiscal year. All three levels of government are in a hurry to prepare the budget for the coming year. While the rush to prepare a new budget is increasing, the implementation of this year's budget by the three levels of government is critical. 

Even after the completion of two quarters of the current fiscal year, all seven provinces have not been able to spend even 25 percent. The expenditure of many provinces is less than 20 percent of the allocation. The federal government is citing the Gen-G movement of 23 Bhadra and the protests of 24 Bhadra as the reason for the lack of expected spending. The state government's situation is also very weak in terms of budget implementation. Even after the completion of two quarters of the current fiscal year, all seven provinces have not been able to spend even 25 percent. The expenditure of many provinces is less than 20 percent of the allocation.

8.59 billion more spent in Koshi

Madhesh government's expenditure is 11 percent

The Provincial Public Service Commission has spent the highest budget among the Madhesh government bodies so far. Similarly, the second highest expenditure has been incurred by the Office of the Chief Advocate. The office has so far spent 36.31 percent of its total budget. The expenditure under the budget headings of employee benefits and retirement benefits and miscellaneous finance is zero.

Out of which, 12 billion 636 million thousand 75 million rupees were allocated for current, 19 billion 933 million thousand 24 thousand rupees were allocated for capital and 250 million rupees were allocated for financial.

The Ministry of Industry and Tourism has the least progress in budget expenditure. This ministry was allocated a total of 847.465 million rupees, including 265.446 million rupees for current and 582.19 million rupees for capital. Out of this, only 7.88 percent has been spent, including 19.76 percent for current and 2.46 percent for capital. With only four months left for the end of the fiscal year, the budget expenditure in the tourism capital of Gandaki is very low.

So far, the Provincial Assembly has spent 41.09 percent, the Provincial Public Service Commission has spent 23.32 percent, the Office of the Chief Minister and Council of Ministers has spent 15.57 percent, the Ministry of Economic Affairs has spent 16.59 percent, the Ministry of Agriculture and Land Management has spent 21.04 percent, the Ministry of Forests and Environment has spent 30.64 percent, the Ministry of Physical Infrastructure Development and Transport Management has spent 23.68 percent, the Ministry of Energy, Water Resources and Drinking Water has spent 30.57 percent, the Ministry of Social Development, Youth and Sports has spent 19.84 percent, the Ministry of Health has spent 26.27 percent, and the Provincial Policy and Planning Commission has spent only 15.10 percent.

The Ministry of Physical Infrastructure had received a budget of 9.61 billion rupees for capital. Of that, 2.15 billion rupees have already been spent and many projects are in the contract process, so the expenditure percentage was more than 30 percent when the payment was made in Falgun, he said.

The Ministry of Urban Development, which received a capital budget of 5.38 billion rupees, has so far spent only 1.4 billion rupees, or 19.50 percent. The Ministry of Internal Affairs and Law has spent 0.11 percent on capital. The government had provided the Ministry of Internal Affairs with a budget of 166 million rupees for capital in the current fiscal year.

The expenditure of the Office of the Chief Minister and Council of Ministers is also low. The Chief Minister's Office, which received 29.7 million rupees for capital and 472 million rupees for current, has so far spent only 2823 thousand rupees for capital and 87829 thousand rupees for current. Which is only 9.51 percent for capital and 18.60 percent for current. Nearly 800 small projects in the province are stalled after Chief Minister Acharya introduced a policy to conduct small projects above Rs 500,000 through the contract process in the name of cutting government expenditure and good governance. 

Deepak Gyawali, head of the Office of the Comptroller and Auditor General, said that the government had paid a total of 23.65 percent of the budget by mid-Magh. 

Only 19 percent spent in Karnali

The work of the Karnali government has slowed down since the protest. The Karnali government, which had spent about 30 percent at the same time last fiscal year, has barely been able to spend only 19 percent in 8 months of this year. 

The Karnali government, which brought a budget of Rs 32.99 billion 6.655 billion this year, has been able to spend only Rs 6.48 billion 1.66 billion so far, according to the Provincial Comptroller and Auditor General's Office. "So far, the expenditure on development construction has been very low, a lot of the budget has been spent on salaries and allowances," said Dipendra Magarati, the office's chief accounting officer. "Only a few small projects have been paid, while big projects have not even started." According to him, there is still Rs 26.51 billion in the provincial government's account.

The Ministry of Physical Infrastructure and Urban Development, which has the largest development budget, has implemented only about 40 percent of the plans. The ministry has 743 plans this year. Out of these, about 500 plans are multi-year. About 100 new plans have all gone through the contracting process, said Ramesh Subedi, spokesperson for the Ministry of Physical Infrastructure and Urban Development. The ministry has a budget of Rs 10.73 billion, but only 15.63 percent has been spent so far.

Only 16 percent of the budget has been spent in the Far West

The budget implementation of the Far West provincial government for the fiscal year 2082/83 has also been weak. Even after 8 months of the current year, it has been able to spend only about 16 percent of the total budget. The provincial government's development and construction expenditure (capital expenditure) has shown poor progress, according to data from the provincial auditor's office. 

The total budget of the provincial government this year is 33.43 billion 35.98 million rupees. However, including current expenditure, a total of 5.49 billion 20 million 83 thousand 408 rupees has been spent till Falgun, which is only 16.22 percent of the total budget. The condition of capital expenditure, which is directly linked to development and prosperity, is seen as weak. Of the budget allocated for the implementation of development and construction plans, a total of 1.92 billion 78 million 45 thousand 699 rupees has been spent so far. This is only 9.73 percent of the total budget for capital expenditure. 

Development expenditure appears to have been low due to prolonged delay in the contract process, administrative delays and failure to select projects on time.
