The 22 Land Reform and Land Revenue Offices and 14 Survey Offices that were damaged during the protests on 24 Bhadra have now returned to operation. 10 Land Revenue Offices in the country were completely damaged during the protests. The Department of Land Management and Records has stated that the damaged offices have already returned to operation in Asoj. 

According to the department, the Land Reform and Land Revenue Offices, Dhangadhi Kailali, Nepalgunj Banke, Ghorahi Dang and Biratnagar Morang and the Land Revenue Offices, Tulsipur Dang, Pokhara Kaski, Bharatpur Chitwan, Khairhani Chitwan, Kalanki Kathmandu and Butwal Rupandehi were completely damaged. The department had also issued a circular to prepare the destroyed landowner registration records and withholding records in the damaged offices. Hari Prasad Pant, spokesperson of the department, said that the work has already started since Asoj as it is directly related to the lives of the people. ‘It has been put into operation after being rented, renovated, and maintained,’ he said, ‘and new land records are being created and sold.’

Due to damage to the Land Revenue Office and the Land Reforms and Land Revenue Office, the landowner registration records and withholding records have been destroyed. The department had issued a circular in Asoj to prepare the destroyed landowner registration records and withholding records in the damaged offices.

The old building has been renovated and has been put into operation and 30,000 new land records have been created so far, said Rabin Dhakal, Chief Land Revenue Officer of the Kalanki Land Revenue Office. ‘A total of 300,000 land records were burned, out of which we have created 30,000 new land records,’ he said. He said that the application for creating a new land record will be ready on the same day or the next day.

He said that if necessary, a new land record will be created on the same day. Since the Land Records Information Management System (LRIMS) has been implemented since 2077, a new register has been prepared after the service recipient appears in person with citizenship, original documents, and tax payment documents at the municipality. ‘There is a digital record after 2077, but since there is no record before that, biometrics should also be done,’ said Dhakal, ‘People who have property in Kathmandu but are temporarily living outside Kathmandu or abroad are coming.’

The department says that once the new landowner registration register is prepared, land purchase and sale, deed approval, division, installment, withholding, and release can be done. To create a new register, the landowner must present himself with the original documents, citizenship, and tax payment documents at the municipality. However, if the record is not found online, or if it does not match the documents received at the Land Revenue and Survey Office, the ward’s recommendation will also be sought, Dhakal said. He said that 80 to 100 real estate owners come to create a new register every day. ‘We have settled on a track, we are establishing new Shrestha, but it takes time to establish all Shrestha,’ he said.

Khem Bahadur Khadka, a Land Revenue Officer at the Land Revenue Office, Tulsipur Dang, who is operating daily services from a rented house, said. ‘We were in a rented house, and after it was set on fire, we are providing services from a new rented house,’ he said, ‘We have established about 12,000 new Shrestha out of a total of 70,000 Shrestha that were burnt.’ He said that Shrestha is being established by giving priority to those who come to buy and sell real estate. Stating that new Shrestha is established on the same day, Khadka said that although the pressure of buying and selling real estate in Mangsir, Poush and Magh is high, it has decreased in Falgun and Chaitra.
