Although it was said that the work on the remaining section of the Kathmandu-Terai-Madhes Fast Track (Fast Track) would be started by putting aside the dispute over the 3.2-kilometer section of Khokana in Lalitpur, the starting point of the Kathmandu-Terai-Madhes Fast Track, further process has not been able to move forward. This has not resulted in the revision of the Detailed Project Report (DPR) of this area. The Nepali Army says that there will be no problem in starting the work as soon as the Council of Ministers decides to amend the DPR. The Kathmandu-Terai-Madhes Fast Track Project Office is currently waiting for the decision of the Council of Ministers.
After the Khokana dispute remained unresolved for a long time, Prime Minister Sushila Karki had directed to move forward with an alternative plan on 5 February. As per Karki's instructions, the Council of Ministers should decide on amending the DPR to construct a toll plaza (toll collection house) at Farsidol, 3.3 kilometers from Khokana. A link road is to be built to connect Farsidol. According to military sources, a concrete bridge will be built to connect Dukuchhap-Farsidol.
Even after eight years since the Nepal Army took over the construction management, the 6.5-kilometer problem of the Khokana section had not been resolved. After the Khokana dispute remained unresolved for a long time, Prime Minister Karki had directed to move forward with an alternative plan. After the Khokana problem was not resolved, a team led by Prime Minister Karki had gone to inspect the under-construction expressway on 3 Magh. They had returned after understanding the problems there on the spot.
Then, it was decided to find a solution after discussing it in the presence of the ministers, Chief of Army Staff, Secretary and Project Chief of the concerned ministries. The issue of amending the DPR should be taken to the Council of Ministers through the Ministry of Defense. During the discussion held at the Office of the Prime Minister and Council of Ministers, Prime Minister Karki had directed to move forward with an alternative plan as the local community was expressing concern that it would affect the religious and cultural heritage and faith of Khokana.
The DPR submitted by the Nepal Army has been sent to the concerned ministries, Physical Infrastructure and Transport and Finance for their opinions, and the opinions have also been received, said Manoj Kumar Acharya, Joint Secretary and Spokesperson of the Ministry of Defense. ‘The opinions have already been received from both the ministries,’ he said, ‘In the meantime, there has been some delay due to the elections, now we will discuss the DPR further in defense and send it to the Council of Ministers for a decision.’
According to the army, the DPR prepared in 2075 BS mentions that the toll plaza will be located in Farsidol. Accordingly, a link road will be built to make it easier for the locals of the area. The road towards Farsidol is being constructed. ‘The DPR to be revised is ready, there is no problem,’ said a military source. ‘In the previous DPR, if a slope is made in the settlement at Dukuchhap, a slope should be made, which posed a risk to the village, now a concrete bridge will be built there in the revised DPR.’ According to the revised DPR, a bridge will be built in Dukuchhap and a toll plaza in Farsidol, according to a military source.
Earlier, the DPR was prepared so that vehicles could only stop at Khokna from the toll plaza. ‘First, there was an expressway,’ said a military source, ‘now, Chalnakhel, Dakshinkali, Bhainsepati, Kanti Highway will be connected to the fast track as a link road.’ Military spokesperson and Assistant Lieutenant Colonel Rajaram Basnet said that there will be no problem in taking further work forward after the decision to amend the DPR comes from the Council of Ministers. ‘Policy matters will be worked on through the Ministry of Defense,’ he said, ‘Work will proceed after the decision is taken by the Council of Ministers through the ministry.’
The Council of Ministers had decided on 21 Baisakh 2074 to hand over the responsibility of managing the construction of the expressway to the military. Later, the Ministry of Physical Infrastructure and Transport handed over the project to the military on 27 Shrawan 2074. Accordingly, its construction is being managed by the military. Out of the total distance of 70.977 km, only 10.901 km is the tunnel route. Similarly, the distance of the bridge is only 12.885 km. Out of 89 special bridges, 13 have been constructed on the fast track.
Of these, the construction of four bridges in the Khokna section has not yet begun. Seven tunnels are under construction. The Khokna-Dukuchhap section has been included in package number 11. Similarly, packages number 8 and 9 have two parts, 8 'A' and 'B' and 9 'A' and 'B'. The deadline is until Chaitra 2083, and the physical progress is 46 percent. It was said that all the work on the fast track would be completed by Mangsir 2081 when the army took over the management. Since it was not completed within that time, the deadline has been extended to Chaitra 2083.
The Nepali Army claims that it was not able to start work immediately after taking over the management due to the time it took to get the DPR approved by the Council of Ministers. The work on the DPR started on 16 Asoj 2075 and was ready on 19 Magh of the same year. Then it was approved by the Council of Ministers on 1 Bhadra 2076. Packages 1 to 7 were contracted from Jestha 2078 to Magh 2079. The first revision of the project's DPR was made on 30 Shrawan 2080 and the second revision was made on 25 Kartik 2081.
Locals have been adamant that projects including Smart City, Outer Ring Road, and Expressway should not be built in one place, saying that archaeological and cultural heritage will be destroyed if they are built in one place. The project is being constructed in 13 packages. The land acquisition issue in the Khokana-Dukuchhap section and its starting point have not yet been finalized.
In this area, 136 ropanis of individual land, 14 ropanis of Guthi land, and 165 ropanis of land yet to be acquired as per the DPR have been determined and priced. So far, Khokana has been kept as the starting point and Nijgadh as the final point. The total cost estimate of the project, including VAT, is Rs 211.93 billion, of which Rs 82.97 billion has been spent so far.
