The UML has stated that it will accelerate the construction work to complete the East-West Electric Railway within the next decade.

For the upcoming elections, parties have unveiled ambitious plans in the road, infrastructure, transportation, and energy sectors in their manifestos. The East-West Railway is included in the manifestos of most political parties.
The Congress has stated that it will finalize the land compensation for the construction of the interstate and east-west railway connecting Kathmandu and proceed with the work based on economic, environmental and technical feasibility. It has also said that a feasibility study will be conducted for the Kathmandu-Pokhara-Lumbini electric railway.
The UML has stated that it will accelerate the construction work to complete the east-west electric railway within the next decade. It has said that it will develop an 'integrated multimodal transport system' to connect highways, railways, waterways and airports with each other.
The NCP has also stated in its manifesto that it will proceed with the construction of the east-west railway. The NCP has also stated that the construction process of the metro rail and monorail in Kathmandu will be taken forward. The manifesto states that the construction process of the Kerung-Kathmandu, Kathmandu-Pokhara and Kathmandu-Lumbini railways will be taken forward.

PRLP has said that it will pay special attention to building a railway connecting Kathmandu to Raxaul in India via Kerung in China and that it will study the feasibility of the Kathmandu Metro Rail and implement it. PRLP has announced that the under-construction and newly constructed East-West and North-South Highways and the Kathmandu Outer Ring Road will be constructed at a rapid pace.
Although the RSVP has not included the East-West Railway, it has said that it will prepare a 50-year master plan for railway expansion based on a detailed study to bring about long-term changes in Nepal's transportation system. It has written in its pledge to make the Mechi-Mahakali Electric Railway the backbone of passenger and freight transportation.
The East-West Electric Railway has become a matter of concern for all political parties. This is not the first time. Earlier, political parties had also shown the dream of an East-West Electric Railway in the elections since 2048. Although political parties included this railway plan in their manifestos, this railway plan has been abandoned. The work on the East-West Railway, which was funded by the Indian government, has also been halted. The railway track and bridge, which were built five years ago at a cost of about Rs 20 billion, have become dilapidated even before they were put into operation.
The Congress has said that it will replace the risky Tuin and suspension bridges and make the rural road network sustainable by making it safe and accessible, thereby reducing the cost and price of travel and transportation of goods. The Congress manifesto states that all sections of the East-West Highway will be expanded and upgraded to four lanes and completed, and that all kinds of facilitation will be provided for the completion of the Kathmandu-Terai Expressway. The Congress has stated that it will ensure a permanent alternative route to the capital by completing the reconstruction of the BP Highway at a fast pace and the remaining sections of the Kanti Lokpath to be blacktopped within a year.
The parties have also emphasized public transport and its infrastructure. The Congress manifesto states that it will modernize the operation of transport services, make new public transport vehicles in the Kathmandu Valley electric, prioritize public transport vehicles with high passenger capacity, establish a queuing system at stops and boarding and alighting, build new, easy routes, and implement a smart transit system with distance-based ticketing and fare sharing within a year.
The Congress has also said that it will establish a powerful transport authority with representation of all stakeholders to make the transport sector, which has significant private sector investment and employs more than one million people, organized, dignified, and passenger-friendly. The government has already established the Kathmandu Valley Public Transport Authority.
The NCP has mentioned in its manifesto that it will operate metro rail, monorail, padway, fast track, and high-passenger bus services to manage traffic congestion in urban areas, and expand electric bus services in big cities by restructuring public transport. The NCP has also stated that major domestic airports will be operated for 18 hours daily.
The parties have announced policy reforms in the energy sector to increase the total installed capacity. The Congress has announced that it will create an environment to take 10,000 MW projects, including solar projects and hydropower projects, to the construction stage in the next 5 years.
It has put forward a plan to move forward large projects such as the 1,200 MW Budhi Gandaki and 665 MW Dudhkoshi by making policy and regulatory reforms. The Congress has written in its manifesto that it will take serious initiatives to implement the Pancheshwor Multipurpose Project (5040), which has been stalled for the past 30 years, through technical and political consensus, while protecting the national interest to the maximum.
The Congress has said that it will ensure the production and transmission license period of all types of hydropower projects for 50 years and continue the power purchase agreement based on the take-or-pay principle. The NCP has also set a target of adding 10,000 MW in the next 5 years. The NCP has brought a plan to open power purchase agreements (PPA) for new projects and make policy and legal reforms to increase domestic and foreign investment in the energy sector.
UML has put forward a plan to implement the 1063 MW Upper Arun, 670 MW Dudhkoshi and 1200 MW Budhigandaki projects. The UML manifesto also mentions that private power projects will be completed on time. The Rashtriya Swayamsevak Sangh (RSS) has stated that it will achieve an installed capacity of 30,000 MW in the coming decade.
The RSS has also included the implementation of the concept of a one-stop service, ending the complex system that requires energy entrepreneurs to visit 8 ministries and 23 departments. The RSS has written in its pledge to maintain uniformity in the existing 35-year production permit system and extend it to 50 years, and to increase the annual per capita electricity consumption to 1,500 kilowatt hours by 2035.
Ujjwal Nepal has said that all households will be provided with at least 1,000 shares of hydropower projects at the primary share price. The UNEP manifesto states that 20 percent of the revenue from the hydropower project, which will be handed over to the government after 30 years of the PPA, will be deposited in the People's Hydropower Fund.
