Minister for Land Management, Cooperatives and Poverty Alleviation Kumar Ingnam has announced that he will issue a white paper with detailed information on problematic cooperatives and has implemented it in the immediate reform action plan.

Minister for Land Management, Cooperatives and Poverty Alleviation Kumar Ingnam has made public the immediate reform action plan. He has taken forward 38 reform activities that will be immediately felt by the people, including land revenue and land reform, cooperative sector reform, survey area reform, protection of Guthi land, implementation of laws and decisions, and service delivery and promotion of good governance.
In accordance with the spirit of the Constitution of Nepal and the Local Government Operation Act, 2074, the action plan includes conducting an orientation program to operate the Land Service Center and expanding it to new local levels in line with the preparations to start land administration related work from the respective municipalities.
Issuing a white paper with detailed details of problematic cooperatives, monitoring compliance and implementation of the standards set by Nepal Rastra Bank and the National Cooperative Regulatory Authority in savings and credit cooperatives, issuing arrest warrants, withholding passports, and registering cases against guilty directors/officers/employees who defraud or misappropriate the money of cooperative savers.
Surveying unsurveyed land, coordinating the repair and management of international border pillars, adding survey offices in remote and necessary areas, and establishing a separate survey office for survey work, etc., the ministry has stated.
Under the protection of Guthi land, the action plan includes formulating criteria for determining the remuneration of abbots, priests, Chinese lamas, etc., amending/revising the criteria for the appointment of abbots and Chinese lamas, resolving the issue of dual jurisdiction between the Area Development Committee under the Ministry of Culture, Tourism and Civil Aviation and the Guthi Management Committee, verifying and preparing records of Raitani, subordinate and deployed Guthi lands, and protecting such lands.
Under the promotion of service delivery and good governance, the ministry has stated that it will create indicators to measure the service and management of the office and implement a hotline, email, and helpdesk for complaints.
