Director General of the Department of Urban Development and Building Construction, Rabindra Bohara, said that the contract was terminated in accordance with the Public Procurement Act rather than the government's policy. Bohara said this at a dialogue program with stakeholders on ‘Sick Contract Management’ organized by the Nepal Infrastructure Journalists Society in Kathmandu on Tuesday.
He said that the past practice of going into the contract process without prior preparation has led to various reasons including the fact that the construction is not completed on time and the contract has to be terminated.
‘An example of going into the contract process without prior preparation is the Parliament building,’ he said, ‘We went into the contract without site clearance.’ It has been 5/6 years and the construction has not been completed yet. It took one or two years to clear the site.’
He said that the contract will have to be terminated due to problems such as undervaluation of contracts, joint ventures (JVs) and the stakeholders not taking timely decisions.
Saying that contracts have been terminated in the past too, Bohara emphasized that they were terminated according to the law rather than the government’s policy. "Contracts were broken in the past as well, but this time there was more uproar due to social media," he said.
