The new government formed after the Gen-G protests has cut about 1.25 trillion rupees from the total budget allocated for the current fiscal year. The cabinet meeting on 6 Asoj had decided to cut the budget for small and medium-sized projects.

 

Development ministries have stated that projects that have already gone through the contracting process have been affected after the budget cuts. As per the government's decision, the budget of about a dozen development ministries has been cut by Rs 114.10 billion. The ministries that will see the highest budget cuts are the ministries of physical infrastructure and transport and urban development. 

In the current fiscal year, a budget of Rs 152 billion has been allocated to the ministry of physical infrastructure. However, the budget of this ministry has been cut by Rs 19.1289 billion through the Ministry of Finance. Keshav Kumar Sharma, Secretary of the Ministry of Physical Infrastructure and Transport, said that the budget cut has affected alternative highways. 'These are small projects that do not fall under the national highways,' he said. 'The budget for projects added this year has also been stopped.' 

He said that the budget for the rehabilitation of national highways has not been disclosed in the Ministry-wide Budget Information System (LMBIS). ‘We repeatedly went to the Ministry of Finance and explained the difficulties that this could cause,’ he said. ‘After that, we wrote about the problematic projects and sent them, and then we started releasing them, and we have written accordingly.’ 

He said that the pace of implementation of projects of national pride has slowed down as the budget has been stopped altogether. But the Ministry of Urban Development is the one with the most budget withholding. The Ministry of Finance says that 63 billion of the budget has been withheld out of the 18.344 billion rupees allocated for this ministry in the current year.

While the government has decided not to include projects below 30 million in the budget of the federal government, Sahari has included 20 programs worth one lakh each. It has included two dozen projects worth one lakh in the budget. This ministry has been including fragmented plans in the budget every year to please leaders and workers. 

Secretary of the Ministry of Urban Development, Gopal Sigdel, said that 2,140 programs have been withheld. "The budgets of 440 projects for which bids were called before the decision was made by the Council of Ministers have been frozen," he said. "We have requested the Ministry of Finance to release the budgets of projects that have already been bid." The Ministry of Finance has stated that the budgets of projects with low needs under the Ministries of Drinking Water, Energy, Water Resources and Irrigation, Culture, Tourism and Civil Aviation, Forest and Environment, Industry, Commerce and Supplies, Federal Affairs and General Administration, and Youth and Sports have been frozen for the time being.

The money saved from the postponed projects will be invested in it,’ Pandey said, ‘Postponement means not to proceed further with the program under the title.’ He clarified that the budget allocated under the local level and the province has not been withheld. ‘He said that the municipality and the province have been informed through a circular. ‘The amount of financial transfer grant going there and the projects implemented by the local and province are not withheld,’ he said, ‘Only the budget of the small projects implemented by the federal government is withheld.’

He said that the budget of the projects that have gone through the procurement process by 6 Asoj 2082 will not be withheld. "The suspension of projects that have already been implemented will be lifted after considering their justification. If the budget allocated for priority and national pride projects is less, it can be increased," he said. "Such projects will not be allowed to lack resources." He said that special priority will be given to projects that will yield quick returns and are in the final stages of construction.
