Construction work has finally begun on the BP Highway, a year after it was damaged by floods. Currently, work has begun on 27.3 km of the 30.5 km stretch after a contract agreement was signed. The 3.2 km stretch that the Japan International Cooperation Agency (JICA) is supposed to build has not yet been awarded a contract. This is likely to cause problems during the upcoming monsoon season, according to a source in the Roads Department.
If the contract is signed, the construction contractor has already been mobilized with the machinery, said Suman Yogesh, chief of the Road Division Office, Bhaktapur.
‘If the work is started now, we will not let it be a problem during the coming monsoon,’ Yogesh said. ‘If it is done by JICA, there is a risk of a problem during the monsoon as the contract has not been signed.’ A two-lane road is being constructed in the 30.5 km area damaged by floods from Bhakundebesi to Nepalthok along the highway.
The contract agreement has been made in three packages, three towards Kavre and one towards Sindhuli. The contract for the 11 km section from Bhakundebesi to Charsayabesi has been won by Lama-Nawakantipur JV for Rs 1.14 billion. The contract for the 9 km section from Charsayabesi to Dalabesi has been signed with Khani-Kamaljit-Awan JV for Rs 1.22 billion excluding VAT. Both contracts were signed in Ashar last year.
The contract for the 2.3 km section from Piple to Dalabesi was signed with Uma & Company-Bhandari-Amarjyoti JV last October. The contract amount for this section is Rs 688 million, said Road Division Chief Yogesh. JICA will construct a 3.2 km road from Piple to Barkhekhola. The section is being constructed with a grant of Rs 2.63 billion from the Japanese government.
‘JICA’s design is yet to be submitted and finalized,’ said Yogesh, ‘On the other sections, work has already started, JICA is expected to sign the contract and start construction around Baisakh and complete the work on the section it has taken by the end of 2027.’
Meanwhile, the 5 km section from Barkhekhola to Nepalthok falls in Sindhuli. The contract for this section has been taken by Kharidhunga-Ghising-Kshitij JV. The contract amount is Rs 550 million excluding VAT. The contract agreement for the section was signed in the second week of Ashad last year. The contract management work has been done as per the provision of Rs 7.5 billion to the Road Division Bhaktapur and Rs 1 billion to the Khurkot section for the permanent construction and maintenance of the BP Highway by the Road Department.
While the road work has started, the contract for the construction of the bridge on the highway has not yet been awarded. The work on the contracted bridges has also not been completed. There is always traffic jam on this highway due to the narrow bridge. The Road Department has stated that traffic jams occur due to single-lane bridges.
A study is being started to make the bridge two-lane along with the two-lane road, said Shubharaj Neupane, head of the Federal Road Supervision and Monitoring Office. A study is being conducted to construct four bridges in some sections of the highway. The construction progress of the bridges for which work has started is not satisfactory.
New bridges are being built at Bhakundebesi, Dapcha Khola, Roshi Khola and Narke on the Dapcha River. Contracts for bridges at Mamti and Kaldhunga on the highway have already been awarded. Vehicles were plied from Mamti Bridge in the month of Asoj last year and only finishing work is left, said Yogesh, the head of the Road Division, Bhaktapur. He said that although the contract has been awarded for Kaldhunga, the work has not been completed and the previous design is being reconsidered. Although the contract for the bridge at Barkhe Khola on the same highway has been awarded, there is no progress in the construction.
