The 'High-Level Study and Recommendation Committee on Reforms in the Civil Aviation Sector' formed after the Saurya Airlines plane crash has said that it had to cover all expenses from the visit to printing the report itself as the government did not provide the funds. The committee, formed by the then Prime Minister KP Sharma Oli-led government, complained that it had to print the report at its own expense and submit it to Prime Minister Sushila Karki after working for a year due to lack of budget.

 

Committee Chairman Anil Kumar Sinha has said that he had to borrow air tickets while visiting various airports across the country. He has also expressed his dissatisfaction with the government by writing in the report that he had to print and submit the report at his own expense.

‘It was a sad experience that the budget could not be made available for any expenditure heading even till the last day of the committee’s study period, that is, 90 days after its commencement,’ Sinha, who is currently the Commerce Minister in the Karki-led cabinet, further wrote in the report, ‘Despite repeated initiatives and efforts by the government and the Ministry of Tourism to provide the minimum but essential budget by preparing a schedule for observation visits to at least one airport in each province of Nepal and three more popular airports, as well as other expenses and other incidentals required for the preparation of the committee’s study and report, it was a sad experience that the budget could not be made available for expenditure even till the last day of the 90 days after the commencement of the committee’s study period.’

This committee was formed by Prime Minister Oli on 2 Kartik 2081. It submitted its report to Prime Minister Sushila Karki in Asoj 2082. Sinha had also complained in the meeting of the International Relations and Tourism Committee of the Parliament before the Gen-G movement that even though the government of Nepal had formed a high-level study and suggestion committee to study the entire civil aviation sector of Nepal, the Ministry of Tourism had introduced some regulations, including the Act on the division of the Civil Aviation Authority of Nepal, without informing the committee. Even after repeatedly requesting funds, the government had not provided them.

After Sinha was appointed as the Commerce Minister in the Sushila Karki-led cabinet formed after the fall of the Oli government, this report was submitted to Prime Minister Karki in Asoj by the Managing Director of Mountain Air and committee member Rajendra Bahadur Singh. The report states that Singh designed and printed the report at his own expense as the government did not provide financial resources.

The members of this committee formed under the chairmanship of Sinha included Himalaya Airlines pilot Rivaj Pradhan and retired director of the authority, Bheshraj Subedi.
