6 contracts of Babai Irrigation Project being terminated

A process has been initiated to terminate irrigation contracts that have been languishing for years without any work being done.

The Babai Irrigation Project has issued a public notice on Thursday to terminate the contract agreement signed with Raman Construction Company Gularia-5 about 6 years ago. 

The project had entered into a contract agreement with the company in the fiscal year 2077/78 to carry out canal maintenance, command area protection, building maintenance, and other works. Out of the total six contracts, four have zero construction progress. One has 30 percent and the other has 55 percent progress.

Minister for Energy, Water Resources and Irrigation Kulman Ghising had instructed subordinate bodies to terminate sick contracts to end the trend of taking contracts but not working and leaving projects stranded. The project has stated that despite repeated notices, it has not started the work as per the agreement and has not shown any interest in completing the work even after the contract period expires.

If there is any concrete reason not to proceed with the process of action by terminating the contract agreement, the concerned official has been issued a notice to appear at the project office with evidence within 15 days.

If the evidence submitted is not legally reliable or satisfactory, the process of confiscating the performance security and deposit and blacklisting the amount deposited as per the provisions of the contract and public procurement law will proceed. Under the Irrigation Department, contracts for 25 projects, including the national pride Bheri Babai and Sunkoshi Marine Multipurpose, are in default. The process of terminating the contracts of 6 of them has been moved forward.
