According to the statistics of the department, 27 thousand 4494 transactions were approved in August. According to the department, 13 thousand 691 new documents have been passed. From this, a revenue of 3 billion 14 crore rupees has been collected in August alone.

According to the Ministry of Land Management, Cooperatives and Poverty Alleviation, 253 municipalities have been classified by category. But according to the ministry, 500 municipalities are in different stages of classification. Therefore, it is the government's understanding that the quota has been stopped only in 500 municipalities. Ganesh Bhatt, the spokesperson of the Ministry of Lands, admits that the revenue from real estate business has decreased due to the suspension of land acquisition in 500 municipalities. He says that it has been stopped in all municipalities that do not have caste classification.

Bhatt said that land use regulations, 2079 (for the third time) have been sent to the Ministry of Law for consultation to open up the land use. "After coming back from the Ministry of Law, it will be submitted to the Council of Ministers," he said. But this year, while determining the minimum valuation of land, it has been determined according to agriculture, housing, and industrial," he said. "When determining the minimum valuation according to the classification of land, there was a problem with partial compensation, etc. Due to what is to be considered as the minimum valuation, the work of partial bond, partial compensation, etc. has been stopped in places that have not been classified this year. Bhatt said that no real estate transaction has been stopped in the municipality that has been classified with category details. 

The government has revised the land use regulation, 2079 twice in order to open up the parcels when the municipality did not classify them on time. Since the beginning of August 2081, work related to land administration including Kittakat was stopped in 620 municipalities. At that time, only 133 municipalities had fully classified land. After that, on August 27, 2081, the land use regulation, 2079 was amended for the second time and the municipality was given time until June 2082 to classify the land. By June 2082, only 253 municipalities were fully classified, but the distribution has stopped in 500 municipalities, according to the ministry.

When the regulations were issued in June 2079, four forts had to be designated as open agricultural areas within 6 months. Until November 2079, only some municipalities had allocated agricultural areas. After November 2079, the land had to be classified into 10 regions. But after most of the municipalities did not classify the land, on July 32, 2080, by revising the regulations, it was arranged that four forts should be opened and designated as agricultural areas within one year.  From the first amendment of the

regulation, residential and commercial land up to 80 square meters area and agricultural land up to 1 ropani can be allotted. Earlier, residential land could not be allotted less than 130 square meters. In terms of agricultural land, there was a provision that less than 500 square meters in the valley and 675 square meters in Terai and Inner Madhesh could not be allotted.

The land classified by the government has separate criteria for agricultural, residential and commercial. According to the regulations, local road standards must be met for commercial housing. The ministry revised the regulations for the second time in August 2081, after the municipality did not classify despite adding one year period from the first amendment.

500 Municipal Corporations have not classified land even after amending the regulations twice for land classification. The Ministry of Law had already told the Ministry of Lands not to amend the regulations for the second time. But since the Ministry of Lands is holding discussions for the amendment of the regulations, now the question has arisen whether the Ministry of Law will give its consent or not, said an official of the Ministry of Law. But Bhatt, the spokesperson of the Ministry of Lands, claimed that the discussion for amending the regulations has only started.

3 years after the Land Use Act, 2076, the government issued regulations on 23rd May, 2079 and started the classification of land. According to the Land Use Act, 2076, based on the maps and details provided by the government, the Land Use Council formed at the local level has to implement land classification and land use policy.
