The Department of Land Management and Records has given instructions to restore the destroyed records by adopting a multi-step process including land owner's certificate, record matching and public notification.

During the Gen-G movement and subsequent demonstrations across Nepal on August 23 and 24, 10 shipping offices in the country were completely damaged. The land management and records department said that the land owner registration, registration and withholding records were destroyed in these offices. The work of re-establishing important land and land-related records has been started in the affected offices.

The department has fixed a special procedure for re-collection and updating of destroyed records in 10 shipping offices . The records collected in those offices will be updated and re-certified registrations will be issued. The department has instructed the offices to adopt different procedures to prepare the new list.

Process to prepare deleted registers:

a. Land owner's complete land owner registration certificate and records in the Land Records Information Management System (LRIMS) by printing and verifying the title of such land and establishing a new title. 

b. According to point (a), if the records are different, to compare with the records in the Document Management System (DMS) and in case of discrepancies, update the details in LRIMS and print the land's share and verify it and establish a new share. 

c. If the details are not found even in points (a) and (b), in case the records in Tameli are conflicting, update the details in LRIMS, print and verify the land plot and establish a new plot. 

d. If the details are not found even in point (a), (b) and (c), the records of the district land information system, field book and plotter register in the surveyor's office, map, property tax at the local level and the property or property tax payment receipt will be updated and the details will be printed and verified in LRIMS and a new land will be established. 

e. If the record is not opened according to the provisions of points (a) to (d) or if a copy of the land owner registration certificate or a copy of the passed document is submitted or if a certified copy of the document submitted to the bank and financial institution, court or other body is submitted by the relevant body, take the recommendation of the local level and update the details in LRIMS based on that, print and verify the title of such land and establish a new title. 

f. If evidence is not submitted to establish the land according to point (a) to (e), public notice, on-the-spot survey related to the enjoyment of rights and if false information is submitted knowingly, action will be taken against the person who submits the false information according to the prevailing law, by documenting the confession of the concerned land owner and updating the details in LRIMS based on that, printing and verifying the land and establishing a new land .  There is a

. If the land owner registration proof is not submitted or if it cannot be determined from the submitted proof, local level recommendation, on-site survey and public notification can be done as needed. 

h. When establishing the lost land owner registration records, the field book of the land surveyor's office, plot register, map, land registry office's records, the gross approval document held by the individual and the records of the LRIMS system, the government public and registered remaining land will have to be combined. 

ie. When the owner of the destroyed land is registered, the petitioner must document that the land is not publicly available, has not been transferred from any business, and is a registered land within his own rights. 

j. When the land owner registration of the destroyed land is established, the office will have to decide and verify the quality of the parts and documents and upload them to LRIMS. 

Destroyed withholding tax   Update process:

a. The withholding record in the LRIMS system is the former Ga.V.S. Print and prepare Rokka book according to and update records in DMS. 

b. Corresponding to the withholding constitutional bodies, banks and financial institutions, administrative bodies and judicial bodies to provide the details of the immovable properties withheld and update the records by collecting the received details. 

c. If the details of withholding from any of the records of the office come to light, the record will be updated based on that. 

d. Request records from the Ministry of Land Management, Cooperatives and Poverty Alleviation regarding the shares mentioned in the Rawal Commission report and update the withholding details. 

e. According to the laws and regulations related to land (restriction and compulsory reservation, etc.), the record of land that has been withheld will be updated upon request from the Land Reforms and Property Office. 

f. If information about the suspension is received through any other means, it will be integrated and updated in the record.
