The movement of the Nepal Securities Board (SEBON) which started because of the Ministry of Finance cut the service facilities they have come to expect has continued even today. The secretary-level decision of the Ministry of Finance on August 31 has decided to immediately cancel the Securities Board Employee Welfare Fund Procedure 2071 and the Employee Protection Fund (Operation and Management) Procedure 2075. The mentioned procedure has been canceled as it was issued contrary to rule 167 of Nepal Securities Board Staff Service, Terms and Conditions Regulations 2068, the ministry said.
Similarly, the Ministry of Finance has also decided to start an immediate process to recover the amount paid from the fund in the past from the concerned person based on the procedures made against the existing law. In the future, the Ministry of Finance has also directed that the Ministry of Finance must take the consent of the Ministry of Finance before making a decision. The employees of the
board have been protesting since October 7. Santosh Narayan Shrestha, president of SEBON, said that due to the opposition of the employees, no regular work could be done. This matter has been discussed many times in the Ministry of Finance. The ministry is on the stand of not withdrawing its decision . However, the employees have not stopped the movement,' he said, 'the form (model) of the movement can be changed to the employees, I have told them not to stop the work . But they have not accepted it. The Ministry of Finance is also aware of the suspension of work on the
board. But the spokesperson of the ministry, Tank Prasad Pandey, said that his decision remains the same. "We are clear and adamant about the decision of the ministry, there is nothing more to say about it," he said.
The employees of the board are in the strategy of stopping the work until the decision is withdrawn. Ajay Dhungana, President of Nepal Securities Board Employees Union, says that the decision made by the ministry is wrong based on the universal principle that the facilities that have been given since 2053 according to the law have been made retroactively and the law cannot be applied retroactively.
