It is estimated that more than one billion was damaged in the physical structures of the government and private sectors during the demonstration on August 23 and 24. But the damage is still under assessment, said the Ministry of Physical Infrastructure and Transport.

Minister of Energy, Water Resources and Irrigation, Physical Infrastructure and Transport and Urban Development Kulman Ghising said that the initial details of how many buildings under the union were damaged and how many can be repaired immediately. 

"The details of the damage are being evaluated from all over the country," he said at a press conference held at the Ministry of Physical Affairs on Thursday, "The cost of its reconstruction has not been estimated yet." Many structures are still in damaged condition. "The government has already formed a committee for the detailed design of the damaged structures, we have formed several groups under the Ministry of Urban Development and mobilized staff to collect details," Ghising said, "We have also formed a committee under the National Planning Commission to conduct the study." The ministry has the preliminary data of damage to 435 government structures under the association. This data is exclusive of police, local level and structures under the state. 

Under the city office of the association, 60 buildings of 25 offices have been damaged. In this, 24 buildings will have to be renovated by sticking red stickers. It cannot be lived in. Yellow stickers have to be pasted on 14 buildings. These buildings can be repaired and brought back into operation.

According to the ministry, green stickers should be applied to 22 buildings and regular work can be done on such buildings by normal maintenance. During the agitation, 55 buildings, including residences of highly specialized and special people, Singh Darbar, Parliament Building, were damaged. Out of these, 3 green and 9 yellow buildings need to be affixed. 3 buildings should be red stickered and reconstructed. The Ministry has said that work is being done to check the condition of other 40 buildings through technicians. 

According to the decision of the Council of Ministers on October 5, the Physical Infrastructure Reconstruction Committee (Formation) Order, 2082 has been approved and implemented in order to assess and rebuild the damage caused to the physical structure during the demonstration on August 23 and 24. According to the

formation order, the physical infrastructure reconstruction committee has been formed. The committee chaired by the finance minister will have the home minister, the urban development minister and the chief secretary as members. It is arranged that the Secretary of the Ministry of Urban Development shall be the Member Secretary. Minister Ghising said that the committee will formulate and approve the action plan for the reconstruction of physical structures damaged by the movement.  The

committee will approve the program spent from the fund, and will also conduct regular monitoring and supervision. In the formation order, it has been arranged that there will be funds for reconstruction, revival, relief and rehabilitation of physical structures damaged by the movement.

"We have called for help from Nepalese and non-resident Nepali citizens," Minister Ghising said, "We are all involved in the great campaign of country reconstruction and we have set up a fund so that everyone can adopt." 

Finance Minister Rameshwar Khanal said that reconstruction is the first priority of the government. "Even if someone helps, we have already started the work without waiting for that help," he said, "Cleaning work has progressed to start the reconstruction inside the Lion Palace, painting has been started."

Minister Khanal says that the funds will be collected in the fund set up for reconstruction and the government funds will also be spent. Khanal said that the policy and management side of the fund will be led by the Ministry of Finance and the operational side by the Ministry of Urban Development. Minister Khanal told that the overall operation of the

fund will be done from a single account of the Central Fund System and this work will be done by the Comptroller General's Office. He also stated that in government offices including ministries, the service users have been given email IDs to complain about not getting service on time, and that such complaints will be heard immediately.
