Nagadhunga-Mughlin section is a road used by vehicles running from east to west. More than 12,000 vehicles pass through this road section every day. During the festival, the traffic can stop even in this section. There are not many days left for Dasain, there is half a month of decline.
How are the road conditions as the festival approaches? Shouldn't passengers have to suffer during Dasain like last year? Keshav Prasad Ojha, head of Nagadhunga-Mugling road project eastern section, says, "There is no problem, if there is a problem, we have done the black paper." He says that although there is no black paper due to rain elsewhere, if there is a problem, the black paper work has been completed.
"The work of new black paper has not been done yet," Ojha said, "We will start the work of filling the potholes by the end of August in view of the festival." The black paper work will start only after Dasain. "This time, Dasain starts from the first week of October," he said, "Monsoon is expected to be active by the second week, so there will not be much work before Dasain." Ojha said that the machines are being deployed in areas prone to landslides.
The Nagadhunga-Muglin road is being upgraded by dividing it into three sections. The first of the three sections is Nagadhunga-Naubise. The project has said that the first level of black sheet work has been completed in the first section under this road section. The first section of 12.26 km includes Nagadhunga-Naubise. In this section, 5.5 km of the second level black sheeting work has also been completed. Chief Ojha says that the third level black paper work will be done only after Dasain.
The overall physical progress of Nagadhunga-Naubise section is 84 percent. The contract for the upgrading of the first section was awarded to the Jangsu-Sagun JV for 1.3 billion rupees. A disabled-friendly Akase bridge will be built for pedestrians in the mine shaft of this section. He said that the work will be under this package and the work will start after the rainy season. According to him, only normal concrete slope work is being done in that section.
Last year the most problem happened in Jhaple River. In October 2081, 35 people were killed when two micro buses and a passenger bus were stopped when a landslide fell from above in the river, which is 2.7 km from Nagadhunga check post. At present, slope stabilization (landslide control) of a special nature is being done in that section. Only after its work is completed, the black paper will be started in that section.
2078 Chait 29, the contract of the first section was signed. The work started only on May 26, 2079 after about a year and a half of the agreement. After the work was not completed by 27th June 2081, the deadline was extended till January 2081, the work was not completed. Again, after extending the time till 10 July 2082, the deadline has been extended till the middle of February. The
falls in the second section, the Naubise-Malekhu section. Its distance is 43.54 km. The contract for this section was taken by JICG-Sharma-Lama in JV for 5.33 billion 19 million. Its physical progress is 42 percent. In that section, 15 km road has been paved in both directions. In this, the second level of black paper work has not been done. Chief Ojha said that it is not done because it is not durable when black sheeting is done during the dry season. Although the contract was signed on May 14, 2079, the work of this section was supposed to be completed by the end of May 2082, but it has not been completed yet. The deadline has been extended till August 2083 after the work is not completed.
falls in the third section, Malekhu-Muglin. The progress of this section of 38.86 km is 34 percent. Sharma-JICG has taken the contract for upgrading this section for 4 billion 805 million rupees. According to the agreement signed on 15 December 2079, the work should be completed within December 2082. But as time is running out, not even half of the work is done. So far only 8.14 km of road has been paved in that section. Kedar Prasad Nepal, head of the western section of the Nagadhunga-Muglin road scheme, said that the road section damaged by the drought is being repaired.
'Due to the rains, the black sheet work has not been done, preparations are being made to fill the potholes of the road in view of the festival,' Nepal said, 'We will fill all the potholes before ten.' Passengers should not suffer during the festival, right? In response to the question, he says, "We make the traffic in the festival easy, machines have been kept at various places. We have asked the contracting company to keep the machines kept in Barkha in readiness throughout the festive period.
Nepal said that the bridge work of Gaumati, Khateudi and Mauwa Rivers has been completed and only the Barbang River is left. There has been no black paper work since June. "During the rainy season, we did the construction of the retaining wall," he said.
