The strategically important 'Saljhandi-Sandhikhark-Dhorpatan' road connecting five districts of the two provinces and covering 10 municipalities of Terai and Pahad has not made any progress due to low budget. According to the target of completion of the plan, only two years are left, but the budget allocation is very low, but its progress is at a snail's pace.

 

5 in Rupandehi in Lumbini, 17.7 in Palpa, 73 in Arghakhanchi, 40 in Gulmi and 61.5 in Baglung of Gandaki province, totaling 197.2 km of black roads were started in the financial year 2066/67. For the construction of 13.44 km road from Kanchankhola in Rupandehi to Khursane in Palpa, Raman/Om/Sugam JV has taken over the construction on 20th June, 2080 so that it can be completed on 25th June, 2083. Its physical progress is 41 percent. Drainage, sub base, base and culvert construction works are in this area. For the construction of 22 km road from Khursane in Palpa to Patauti in Arghakhanchi on 17th December 2079, Thodung/PK has been entrusted with completion on 16th December 2082. Its physical progress is 67 percent.

For the construction of 26.2 km road from Mate to Bhadara in Arghakhanchi and from Purkotdah to Sirseni in Gulmi, Plant Pushpa JV has been entrusted on 8th June 2080 to be completed on 7th June 2083, the physical progress of which is 50%. There are drains, sub-bases, slopes, tarpaulin and culvert construction works in this area. 

Bright/Himal/MM JV has been awarded on 7th October 2081 for the construction of 8.3 km road from Sirseni in Gulmi to Gangre via Arkhbang till 7th November 2084. 25 percent of it has progressed. There are road widening, culvert construction and structure construction works in this area. For the construction of 22 km road from Burtiwang in Baglung to Falleghar on 5th October 2078, Swachhand/Ombuddha JV was entrusted with completion on 4th Baisakh 2081. 

2083 The progress of this section, which has been extended till June 25, is 62 percent. There is construction work in this area. According to the planning office, work started in three sections of this area in the last fiscal year through multi-year contracts. It has Patauti to Balebang in Arghakhanchi, Sirseni to Gangre in Gulmi and Falleghar to Deurali in Baglung. Engineer Gagal Bahadur Bhandari said that 14.7 kilometers of roads are under construction through other agencies. Apart from that, there is 182.5 km road through the office. In which only 22.5 kilometers of roads have been paved. 

In this section, 81.04 km road section has been contracted. Planning chief Bhandari said that the contract for the 83.46 km road section is yet to be awarded. Under this plan, 5 bridges have been constructed out of 7 sections in total. Up to the financial year 2081/82, the physical progress of this road section is 37 percent. In the financial year 2081/82, 92.92 million was spent on road construction and 28.0 million was spent on compensation. According to this, for this year, 58.6 million is as a liability.

Even in the current financial year, there is a total budget of 39 million 10 million rupees in this regard. Although it is estimated that it will cost 12 billion rupees to complete this plan, only a small amount of budget is allocated. So far, four billion rupees worth of work has been done. Eight billion rupees worth of work is still left. If the budget is allocated at the same pace, it will take 20 years for the project to be fully completed, said engineer Gagal Bahadur Bhandari, head of planning for Saljhandi Sandhikhark Dhorpatan Road Plan. "If the budget is allocated at the same pace, it will take 20 years to complete the plan," he said.

Malika Rural Municipality Vice Chairman Upendra Aryal asked the Planning Office to solve the road as the road was being blocked by landslides. He emphasized that the work should be accelerated where the contract has been awarded. Mahendra Bahadur Kunwar, Chairman of Madane Rural Municipality, says that due to continuous initiatives, compensation has been given mainly to houses including Purkotdah Bazaar.

'We expect many dreams of our villages to come true from this road section,' he said, 'the provincial and federal governments should be serious and speed up the work.' This road scheme connects Rupandehi, Palpa, Arghakhanchi, Gulmi and Baglung in Lumbini region and Gandaki region. It includes Saina Maina Municipality, Rainadevi Chhahara Rural Municipality, Panini Rural Municipality, Sandhikhark Municipality, Malarani Rural Municipality, Madane Rural Municipality, Malika Rural Municipality, Badigad Rural Municipality, Nisikhola Rural Municipality and Dhorpatan Municipality.
