The problem of ice in rains and dust in winter is always present in this region. It has become common for drivers and passengers to suffer from potholes on the highway from Palpa Dobhan to Lower Siddhababa road section.
Khem Bahadur Rana, a motorcyclist from Palpa Rampur Municipality-2, said, "This road has been the same for 10 years, it has never been improved or improved." We always have to travel on potholed, muddy, dirty roads.
He said that due to the delay in the upgrading of this section, there is a danger of dust in winter and mud and landslides in rainy season. Small vehicles can't drive fast in potholes. The road has never been improved since the limestone industries opened in different places of Palpa and the overloaded tippers operating there started running. For the last 10 years, the road division has not done any upgradation work. The China State Construction Engineering Corporation, which has been working on the tunnel here for three years, has been ignoring the mud and dust on the road.
Earlier, the contract work imposed by the road division was not completed for 9 years. As soon as it starts raining, the road gets flooded with mud. Due to the poor drainage, the water flowed on the road. According to Bishnu Prasad Pandey of Tinau rural municipality-3, Dobhan, they have to suffer even more by neglecting the construction of drains.
Since there is no repair work here, there is no sign of potholes and black paper. From Dobhan to Lower Siddhababa, even the asphalt black sheet, which has been spent in crores, is nowhere to be seen.
Asphalt did not last even 6 months. The slope is also cracked in places. For the last 5 years, the Chinese company China State Construction Engineering Corporation has taken over the three kilometer area. But Keshav Khatri, a local passenger, said that the area taken over by the Road Division, almost one kilometer from Dobhan Chowki, has become a mess with potholes and mud. MPs, local residents, mediapersons and others warned during the asphalting process. Recently, due to the work of the tunnel, it has not been repaired. The road has become slippery due to potholes and landslides. One kilometer area from Dobhan is being worked by road division Palpa and remaining three kilometers by tunnel construction company China State Construction Engineering Corporation.
Landslides during the rainy season have caused landslides. In some places, construction companies have built culverts, which has created more mud. Local Tank Basyal said that when it rains, motorcycles and scooters slip and the danger of accidents increases. He said that the passengers traveling here have to endure winter and rain all the time. During the rainy season, the area where the bus gets washed away, stones fall, and the motorcycle travel is uncomfortable, must be within these four kilometers. The Dobhan Police Station has informed that there is a problem of stone falls, landslides and landslides in the four kilometer area of the highway from Dobhan to Chidiyakhola.
'There is a plan to make the road safe by using slope stabilization and rock barrier method in the risky area of this area,' Krishnaraj Adhikari, head of the Siddhababa tunnel project, said, 'There may be some discomfort as it is a construction phase. According to the project, rock barrier and slope protection work will be done in Chidiakhola-Siddhababa temple and Dobhan section after the rains. An agreement was reached to complete the tunnel project in February 2078 within 5 years.
According to the terms of the contract, the construction of the first phase has to be completed within 5 years from the start of construction ie on 8th Chait, 2083. Slope stabilization and rock barrier methods are considered successful.
The road from Chidiakhola to Siddhababa Mandir will be expanded into a dedicated two lane. There will be slope stabilization on the road up to 30 meters above. The project will also include the work of making a rock barrier to prevent stones from falling under this contract.
In some parts of the project, slope stabilization and rock barrier work has started in the upper part towards the north tunnel where the tunnel has been completed. Vehicles from 12 districts including Palpa, Gulmi, Arghakhanchi, Syangja, Kaski, Baglung, Myagdi, Parbat, Mustang pass through this highway. This section of the highway has killed many prematurely. There are many amputations.
