Shivraj Adhikari, vice chairman of the National Planning Commission, said that he had to struggle more when implementing projects without preparation.  In the public policy dialogue held in Lalitpur today by the former planners forum, the Vice President Adhikari said that entering the project is not a big deal.

He informed that two action plans have been made by the commission to go to the study project and to implement the project that has completed all the stages if all the criteria are not met. He also said that the project that will not be implemented

will be studied. According to the current appropriation act, the vice president also said that if the projects under study are completed in this fiscal year, they can go to the implementation stage. 

The official said that where the private sector has not taken credit and the bank has accumulated liquidity, the government should use the resources within the country and in this context internal debt cannot be compared with external debt. In terms of

budget implementation, he emphasized that in the eyes of economists, internal and external debt are not the same and they should be viewed differently. The official is of the opinion that the government should work even if the private sector is not enthusiastic about investment.
