It is said that the new financial year will start from July and the implementation of Nepal Rastra Bank's monetary policies will have a positive impact on real estate transactions. But since the beginning of July, the real estate business has been affected since the beginning of July, according to Bishnu Ghimire, president of the Nepal Real Estate and Housing Development Federation. He said that it was expected that after the start of July, new loans would be issued and business would increase.

But according to the ministry, 500 municipalities are in different stages of classification. Because of that, the government understands that the distribution has been stopped only in 500 municipalities. But Ghimire says that the Malpot and Napi office has stopped the collection in all municipalities.

Bhatt said that discussions are underway to amend the Land Use Regulations, 2079 (for the third time) to open up land use. He says that it has been stopped in all municipalities that do not have caste classification.

The government has revised the land use regulation, 2079 twice in order to open up the parcels when the municipality did not classify them on time. Since the beginning of August 2081, work related to land administration including Kittakat was stopped in 620 municipalities. At that time, only 133 municipalities had fully classified land. After that, on August 27, 2081, the land use regulation, 2079 was amended for the second time, and the municipality was given time until June 2082 to classify the land. According to the ministry, while only 253 municipalities were fully classified by June 2082, the distribution was stopped in 500 municipalities. 

When the regulations were issued in June 2079, four forts had to be designated as open agricultural areas within 6 months. Until November 2079, only some municipalities had allocated agricultural areas. After November 2079, the land had to be classified into 10 regions. But after most of the municipalities did not classify the land, the regulations were amended on July 32, 2080, and it was arranged that four forts should be designated as open agricultural areas within one year. From the first amendment of the regulation, residential and commercial land up to 80 square meters area and agricultural land up to 1 ropani can be allotted. Earlier, residential land could not be allotted less than 130 square meters. In terms of agricultural land, there was a provision that less than 500 square meters in the valley and 675 square meters in Terai and Inner Madhesh could not be allotted.

The land classified by the government has separate criteria for agricultural, residential and commercial. According to the regulations, local road standards must be met for commercial housing. The ministry revised the regulations for the second time in August 2081 after the municipality did not classify despite adding one year period from the first amendment. 

500 Municipal Corporations have not classified land even after amending the regulations twice for land classification. The Ministry of Law had already told the Ministry of Lands not to amend the regulations for the second time. But since the Ministry of Lands is holding discussions for the amendment of the regulations, now the question has arisen whether the Ministry of Law will give its consent or not, said an official of the Ministry of Law. But Bhatt, the spokesperson of the Ministry of Lands, claimed that the discussion for amending the rules has only started. 

3 years after the Land Use Act, 2076, the government issued regulations on 23rd May, 2079 and started the classification of land. According to the Land Use Act, 2076, based on the maps and details provided by the government, the land use council formed at the local level must implement land classification and land use policy.

The government brought regulations to implement it. According to the regulations, agriculture, residential, industry, forest, mining and minerals, commercial, etc. should be classified into 10 categories. In the financial year 2081/82, personal residential house loans increased by 7.9 percent. In the financial year 2081/82 alone, personal residential house loans were added to the amount of 30 billion 54 crore 96 lakh rupees. According to Nepal Rastra Bank, 4 trillion 17 billion 56 crore 57 lakh rupees have been added to personal residential house loans so far. 

In the financial year 2080/81, such loans were increased by 38 billion 894 million rupees. According to Rashtra Bank data, real estate loans increased by only 3 percent while individual residential house loans increased by about 8 percent.
