Finance Minister Paudel has changed the responsibilities of officials of the Ministry of Finance by transferring them several times, the implementation of the budget may be affected.

The responsibilities of 90 officers under the Ministry of Finance have been changed. Last week alone, more than 80 employees, including high-ranking officials under the Ministry of Finance, were transferred. Again, at the request of Deputy Prime Minister and Finance Minister Bishnu Prasad Paudel, the responsibilities of branch officers have also been widely changed.
Rabindra Pyakurel working in Rasuwagadhi Customs Office has been brought to the office under the Home Department. Nirmal Kumar Mainali working in the Lalitpur large taxpayer office has been sent to the National Natural Resources and Finance Commission.
Dozens of other such officers' responsibilities have been reshuffled. Previously, the responsibilities of joint secretaries and deputy secretaries have been changed. According to which, Rajendra Dhungana, the Chief Customs Officer of Birganj Customs, has been dragged to the Ministry of Finance and Kazibabu Koirala has been sent in his place. When this government was approaching 1 year ago, Finance Minister Paudel changed four directors general in the customs department in one year.
Minister Paudel removed Mahesh Bhattarai, who had himself been made Director General, within 6 months. Bhattarai has been transferred to the Economic Policy Analysis Division of the Ministry of Finance and Shyam Bhandari, the head of the Planning Monitoring and Evaluation Division of the Ministry of Finance, has been made Director General in his place.
When Paudel was appointed as minister on 31 June 2081, Dhundiraj Niraula was the director general of the department. Paudel removed Niraula within a month. Niraula was made Director General by the then Finance Minister Varshman Pun on 19th Chait 2080. Paudel appointed Harisharan Pudasaini as director general in place of Niraula on August 6. But Paudel did not allow Pudasaini to work for even 6 months. Bhattarai was replaced by Pudasaini in February.
Bhattarai, who is believed to be a confidant of Minister Paudel, has also been transferred within 6 months. Now he has been dragged into the ministry. Bhandari has been made the Director General of the Customs Department and Tank Prasad Pandey has been given the responsibility of the Head of Planning Monitoring and Evaluation Division of the Ministry. Deputy Director General of Customs Department Janakraj Sharma has been made Deputy Director General of Inland Revenue Department. Minister Poudel has also given the responsibility of Deputy Director General of Internal Revenue Department to Ramesh Aryal, Chief Tax Administrator of the Large Tax Payers Office.
Finance Minister Paudel has transferred Joint Secretary Bharatmani Pandey to Deputy Director General of Customs Department and Joint Secretary Tankanath Lamsal has been sent to Tribhuvan Airport Customs Office. In the last few days, there is a wide spread of transfers in the agencies under the Ministry of Finance, so the risk of affecting the implementation of the budget has increased, experts say.
