Controversy has arisen after the state has maintained the route license fee charged by vehicles entering the country temporarily through India, which was abolished by the federal government through the current budget statement.

Controversy flared up after Siddharthnagar Municipality chief Istiyak Ahmed Khan ordered to remove the customs collection center located at the integrated check post at Belhia Naka in Rupandehi, citing the inconvenience caused by the collection of customs duties from vehicles carrying tourists. 

The employees of Transport Management Office Bhairahawa were collecting the route license fee by sitting at the integrated check post built for the convenience of tourists. On reaching the post at Belhia, the city chief Khan on Friday instructed not to collect money by staying in the structure built by the municipality to provide facilities to the tourists. "Currently, tourists are going from Rupandehi to the major destinations of the country through this point," the city chief Khan said, "it means that the fee abolished by the federal government should not be charged."

To provide all the facilities to the tourists at the customs point, he said that they should stay in the structure built by the municipality and not collect the route permit fee. He said that there is no information about who locked the center. 

It is mentioned in the budget presented by the government for the fiscal year 2082/83 that, as part of facilitating the means of transportation entering the country temporarily and improving the service delivery, after collecting the tolls at the customs point, no entry fee, route customs or any other fees can be collected from the union, state or local level when traveling within the country. 

Previously, route permits were issued under the customs office. After the coming of the federal law, the customs have stopped the collection and informed the subordinate agencies. Nar Bahadur Aryal, the Acting Head of Transport Management Office at Bhairahawa claims that the collection has been affected since Sunday as the room where the receipts are stored has been locked. He said that since Sunday morning, the staff has been stationed at the integrated check post, but the room where the receipts are kept has been locked, so the collection of route license fees has stopped. "The area police office has locked the room in the outpost," he said, "the work has been affected because the receipt is inside the room." He said that the minister of industry, tourism and transport and the secretary of the state have been informed about the

problem. The province has said that such a duty is related to Section 11 of the Road Traffic, Transport and Transportation Act, 2076. The duty is being collected through the transport management office under the province. By classifying the vehicles in the current year's state financial law, they are collecting Rs. The state government is collecting the route dues by making provisions in the current year's financial act. According to the Transport Office, fees have been collected for using roads within the province. 

The Secretary of Industry, Tourism and Transport in the state, Narad Gautam, said that even though the center canceled the tax fee in the current year's budget, it was not included in the financial bill for implementation. "We are collecting dues using the jurisdiction of the province," Gautam said, "Mayor Saab doesn't stop when he feels uncomfortable, it is a matter of the sole right of the constitution."  He says that the state government should take a decision to stop

collection. He said that 15/16 million revenue is being collected annually from Belhia crossing.
