The employees of Transport Management Office Bhairahawa have been collecting the route license fees by sitting at the integrated check post built for the convenience of tourists. Reaching the post at Belhia on Friday, the city chief Khan instructed not to collect money by staying in the structure built by the municipality to provide facilities to the tourists. "Currently, tourists are going from Rupandehi to the major destinations of the country through this checkpoint," said the city chief Khan, "the fees canceled by the federal government should not be collected."

In the budget presented by the government for the financial year 2082/2083, it is mentioned that under the facilitation of the means of transport entering the country temporarily and the improvement of the service flow, after collecting the fees at the customs point, it has been arranged that no entry fees, route duties or any other fees can be collected from the union, state or local level when traveling within the country. Earlier, the route license was granted under the customs office. Nar Bahadur Aryal, Acting Head of Transport Management Office in Bhairahawa, claimed that collection was affected from Sunday as the room where the receipts were stored was locked. He said that since Sunday morning, the staff has been stationed at the integrated check post, but the room where the receipts are kept has been locked, so the collection of route license fees has been stopped. "The area police office has locked the room in the outpost," he said, "because the receipt is in that room, the work has been affected." The province has said that such a duty is related to Section 11 of the Road Traffic, Transport and Transportation Act 2076.

The duty is being collected through the transportation management office under the province. By classifying the vehicles in the current year's provincial financial law, they are collecting Rs. The state government is collecting the route dues by arranging in the financial act of the current year. According to the Transport Office, fees have been collected for using roads within the province.

Secretary of Industry, Tourism and Transport in the state, Narad Gautam, said that even though the center has canceled the tax in the current year's budget, it has not been included in the financial bill for implementation. "We are collecting dues by using the jurisdiction of the province," said Gautam, "Mayor Saab does not stop if he finds it difficult, it is a matter of the sole right of the constitution." He said that the provincial government should take a decision to stop collection. He said that annual revenue of 15/16 crores is being collected from Belhia crossing. "That the center had to give so much money," he said, "The provincial government's sources of revenue are limited, and losing this revenue will make the provincial government sad."

The federal government decided to abolish the duty after the tourism businessmen here complained that tourism was affected by the double duty collection and the traffic decreased. Contrary to the said decision, the industrialists of Rupandehi are protesting after the state government assigned employees to the same place as before and maintained the dues collection. Transportation staff have been collecting tolls under the supervision of the armed police at the integrated check post at Belhia border crossing. According to tourism professionals, the vehicles entering the country through Belhia pass of Rupandehi have now been 'diverted' due to the collection of route permits.
