They say that due to the government action of implementing the plan but not paying, the builders are on the way to escape.
According to the builders, around 22 million rupees have yet to be paid for dozens of projects implemented in Jhapa and Ilam through the Infrastructure Development Office Jhapa under the Ministry of Physical Infrastructure Development of Koshi Province. The plan was implemented in the financial year 2080/81. According to them, most of the plans implemented in that financial year have been completed. Some plans have not been completed due to various reasons. However, they said that they have not yet received the payment for the completed project.
According to Ramesh Adhikari, President of Construction Professionals Association, Jhapa, about 220 crores of 36 schemes have yet to be paid. There is confusion as to where and how the amount will be paid. According to the presiding officer, on the last day of implementation of the budget of that financial year, i.e. before 24 June 2081, the VAT bill of the completed scheme was submitted to the infrastructure development office.

They submitted a memorandum to Koshi Chief Minister Hikmat Karki and Physical Infrastructure Development Minister Bhupendra Rai covering this issue on July 8.
