In the last financial year, intensive urban and building construction projects have spent only 77 percent of the budget. Kishore Kumar Shrestha, Head of the Fund and Accounts Control Office, informed that the project that aimed to spend 83 crores on infrastructure construction was able to spend only 64 crores.
19 million budget was returned from this project . The New City Planning Office, established with the goal of making a model city of Madhyapahari Lokmarg, has spent only 55 percent of the total budget. It has been more than a decade since the goal of building a model city along the highway by building important structures has passed. Every year the progress of expenditure is not even 50% and the target has not been met. In 2081/82, the project has spent only Rs.
Road Division Office, Baglung, set a target of 58 crores and spent 56 crores and sent back 2 crores . 1 crore for irrigation, 1 crore for social development, 2 crore for drinking water.
2081/82 out of the total budget of 2.5 billion 95 million rupees, only 1 billion 69 million 39 million rupees have been spent and the 360 million federal budget has been returned . Out of the total development budget, 61 crore budget, i.e. 30 percent of the amount, was spent only in June.
A total of 1.34 billion 48 million rupees was spent on capital budget till June. On the province side, the government office that spent 450 million only in June sent back 120 million. District Coordination Committee Chief Amar Thapa said that the return of crores of funds has affected the development of the district.
Other development offices of the district have not been able to spend according to the target. The data of the capital budget that the 10 municipalities of the district could not spend is not included in it. Shrestha said that there is a provision for the Ministry of Finance to send the budget title and ceiling to those offices based on the ratio of work and expenditure of the previous year and the demand.
"Some of the budgets have been returned due to the fact that some contracts have not been signed and the work has not started at the agreed locations," he said, "The relevant office may know some of the reasons."
Krishna Kumar Shrestha, head of intensive urban and building construction projects, claimed that the reduced amount in the contract has been saved. "Since the Ministry of Finance has assured that it will send funds in the multi-year plan, we should send back the annual budget," he said. Moreover, the trend of not being able to spend around 30 percent of the amount has been repeated every year in the district. Even in 2080/81, the office under the federal government of Baglung spent only 79 percent of the budget. In the district where 8 billion is currently being spent every year, 30% of the development budget is not being spent even 2 billion is being returned.
