The website of Nepal Telecommunication Authority (NTA), the regulatory body of the internet and telecommunication sector, was blocked throughout the day on Saturday. But all the officials of the authority seemed to be oblivious as to why the website was not working or what the problem was. It was found that the opinion of the authority and other agencies about coordinating with the relevant agencies or what is the solution to the problem was only limited to guesswork.

Meenprasad Aryal, spokesperson of the Authority, said that the website was not opened on Saturday as it was a public holiday. He responded that he did not know what the problem was.

"I couldn't understand what happened, even my friends' phones are not picking up," he said. Another official of the authority said that there may be a problem in the Integrated Data Management Center (IDMC), but could not give concrete details. "There is a problem in the integrated data management center," he responded briefly, "but they don't even know what happened."

is mostly hosted on C-Panel through the government website IDMC. The Department of Information Technology under the Ministry of Communication and Information Technology has been asking for a phased shift of the websites hosted at IDMC to the Integrated Website Management System (GIWMS) for a year.

Last time on June 11, the department issued a notice and requested to transfer the government website and infrastructure being hosted in IDMC to a new template. Experts say that if you do not follow this suggestion, the websites will be closed and will be damaged. 

Director General of Information Technology Department Ramesh Sharma Paudel said that the authority's website may have been blocked as it was hosted in IDMC. In recent days, problems have started appearing on the websites of the Immigration Department and other agencies. He said that since July 1, IDMC's C-Panel website will be gradually closed, so the authority's website may also be affected on Saturday. "IDMC's C-Panel license has not been renewed," he said, "because of that, all websites will be closed gradually."

According to the Government Office Website Creation and Management Guideline, 2078, the department developed an integrated website management system in February 2079 to maintain uniformity among the websites of all government agencies. The secretary-level meeting on November 5, 2081 decided to update the website of the government office by making it uniform. 

Since then, the department has been requesting the government agencies to migrate their websites time and again through notices, but only 300 websites have been converted to GIWMS. 

Currently, there are 2300 government websites across the country at the union and state levels. According to the department, 1,300 of them are active. Still about 900 websites are yet to be migrated to the integrated website management system. 

The local level website has been operating under the state and local government support program. However, Director General Paudel said that preparations are being made to build the website on the department's template. "All websites should come in the template developed by the department," he said, "C-Panel is no longer available, so I request to transfer it as soon as possible." In the notice published by the

department, according to the decision of the meeting chaired by Secretary Ek Narayan Aryal, it was mentioned that all government websites must be moved to the integrated website management system. But most of the government agencies seem to be ignoring the instructions.
