The Electricity Regulatory Commission has made public its annual plan and program for the upcoming fiscal year. The plan and program mentions reforming the electricity sector, making electricity services accessible, reliable and safe, protecting the interests of consumers, and formulating regulatory tools in this regard.
Commission Chairman Ram Prasad Dhital said that the 279th meeting of the commission on Sunday approved the annual plan and program for the upcoming fiscal year. The commission has stated that it will determine an appropriate strategy for timely amendments to the power purchase agreement of hydropower projects.
The commission plans to study and research on the determination of production costs of hydropower projects. The plan mentions making arrangements for evaluation through an independent third party or consultant to determine and evaluate the technical and financial progress of power projects. The commission expects that such evaluation will facilitate determining the actual progress of project construction and provide investors with clear information and facilitate investment decisions.
The commission has mentioned that through its plan and program, it will also develop a grievance hearing mechanism for consumer-friendly service delivery, form an electricity consumer forum, and conduct public hearing programs at the provincial level.
The Commission has set a goal to enhance the capacity of the Document Management System (DMS) implemented with the aim of making its operations faster, customer-friendly, technology-friendly and paperless and to conduct necessary reviews of the content and format of the existing power purchase agreement.
To ensure reliable, regular and balanced supply to the electricity system in the long term, the Commission has put forward a plan to determine reasonable, transparent and consumer-friendly tariff rates for energy storage technologies such as reservoirs and pumped storage.
