According to the DPR, the road construction will displace the bijaura market due to the obstruction of the locals
There has been a delay in the construction of the Surkhet West section of Madan Bhandari Highway, a national pride connecting East-West. Due to recurring disputes, the work on this section is being delayed. Due to obstruction in the western section, the construction work has not been able to accelerate. One dispute after another has hindered the work.
The deadline for the section from Bidyapur to Balde in the western section is set until February 16, 2082. The period from Balde to rein has been fixed till 13 August 2084. The initial budget of the
project is 1 billion 21 million. The budget of the eastern section is 1 billion 36 million. This construction was supposed to be completed in 2078. But since the work was not completed within the stipulated time, the deadline has been extended until the middle of next August. So far, 1.3 billion has been spent on it.
Locals have blocked Bijaura of Gutu-Balde section under the highway for the last time. The dispute took place in about 1300 meters from Hospital Chowk in Bijaura to Dufela via Bijaura Bazar. According to the DPR, the locals obstructed the construction of the road saying that the Bijoura market itself would be displaced.
It is mentioned in the DPR that the road will be connected from the local hospital square to Dufela via Bijaura Bazar. Along with the market, some people's land also came on the road, and the locals blocked it. Top Bahadur BC, Ward President of Choukune Rural Municipality-4, said that if the road is to be constructed as per DPR, many locals will have to be displaced. According to DPR, if the road is taken, two dozen houses will be displaced here. "According to the DPR, if the road is built, I will also have to be displaced," he said. Locals demand that instead of displacing the people, the highway should be diverted from elsewhere.'
Since then, Madan Bhandari Highway Planning Office Surkhet has been saying that instead of turning the national highway, it should be built as short as possible. According to the demand of the local people, the highway should be rerouted by two more kilometers when the road is diverted.
There were frequent all-party discussions here to remove the obstacles made by the locals and build the road. But so far no agreement has been reached. Engineer Oli of the Planning Office said that there is no condition where the road can be taken from other than the DPR of the highway. He said that the work could not proceed because this problem could not be solved. Engineer Oli said that the work was stopped due to a dispute at 1300 meters.
There was controversy at the DPR stage in the western sector. This section was controversial from the beginning. Initially, the locals in Barahtal and Panchapuri obstructed the DPR stage itself. In Barahtal's Baddichaur, Panchapuri's Baraiche and Dulalathai, the locals did not allow the road survey to be done. The problem was solved only after long efforts. Another controversy also started in this section. On the stretch from Baddichaur to Khambagade, the work was stopped due to the dispute over the removal of trees on the road. The work of this section could not be done for a long time because of the permission to cut trees. This also delayed the road upgradation work.
The 13 km road from Baddichaur to Khambagade is being worked on by the Directorate of Physical Infrastructure under the Karnali State Government. The state government is working with the consent of the central government. 10 km from Khambagade to Palaite, Chature, Bidyapur and 15 km from Balde to Betan and Lagam, 25 km is being managed through contract management.
Engineer Oli said that the contract for the remaining 22 km road from Bidyapur to Balde is being managed in 2079. About 30 km road from Lagam Bazar to Dhanrash, Dhamisen to Palpaghat is yet to be ensured. Everything including DPR has been done. Due to lack of budget management from the government, contract management is not possible.
Under the Madan Bhandari Highway, there are about 90 km of road in the western section of Surkhet. The highway connects West Benighat via Baddichaur in Barahtal Rural Municipality. The work on the eastern section under the Madan Bhandari highway has reached its final stage. In the eastern section, there is a 35 km road from Bhedbari to Dhuliabit. Madan Bhandari Highway Office has informed that 33 kilometers of tarmac has been done.
