Only 220 schemes worth 5 lakhs, including 1 and 5 lakhs more in concrete bridge construction
Contrary to the decision of the Council of Ministers and the commitment of the Minister of Finance not to include piecemeal schemes below three million rupees in the federal budget, the Ministry of Physical Infrastructure and Transport has kept only 28 schemes worth one lakh rupees in the next year's budget.
The Ministry has allocated a budget of 5 lakhs for a maximum of 220 schemes under various headings. 1 and 5 lakh plans are more involved in concrete bridge construction.
Although the National Planning Commission has created a system that does not allow entry of plans below 30 million in the project bank according to the 'National Project Bank Standard 2081', on the contrary, plans of lakhs have been kept in the budget. But the Ministry of Physical Infrastructure and Transport has given priority to the fragmented plan, violating the standards. The Ministry has allocated a budget of 100,000 rupees to build 25 concrete bridges, two access roads and one culvert out of 390 plans under the heading of local road bridge construction for the next financial year. This is not enough budget for bridge construction.
Former secretary Arjunjung Thapa said that the bridge will be built with an average length of 40 meters. "Bridges with a minimum height of more than 6 meters are built, bridges with a maximum length of 700 meters can be built," he said, "The cost of bridge construction varies according to geographical conditions, on an average, it costs 5 to 70 million rupees to build a bridge." 1 lakh has been allocated for the construction of culverts at Budhi Sukhani Lodia Chamay, Ilam. One lakh rupees each has been allocated to construct the approach road at the mouth of the Luvuma bridge at Godavari in Lalitpur and the extension road at Bishnumati.
"In the budget speech, it has been said that the union government will not implement plans below 3 crores," said Thapa, "everything will be known after looking at the Red Book, are there only plans above 3 crores or are there also 100,000,000?" There are only 92 projects worth 500,000,000 under local road bridge construction. Similarly, to study the detailed feasibility of strategic road bridges, a budget of 450,000 has been allocated for 6 out of 27 plans.
3 billion 968 million rupees have been allocated for 353 projects under strategic road bridge construction and bridge protection. There are only 128 schemes with the maximum amount of 5 lakhs. There are more than two dozen plans worth three lakhs. There are more than half a dozen schemes worth four lakhs in this budget. Plans of 6 lakh, 8 lakh, 9 and 10 lakh have also been kept in the budget.
Former Secretary Thapa says that next year's budget is not focused on the main highway. "More budget has been allocated for small roads than for main roads, 21.6 billion rupees have been allocated in the total budget for such roads," he said. "Which is contrary to the spirit of federalism," he said, "it is not necessary for the federal government to do the work that can be done by the municipality." He claimed that roads that should be looked after by the federal government have been neglected and three and a half billion rupees have been allocated for local bridges. Thapa said that more budget has been allocated for other small road infrastructure than Madhyapahari, Hulaki, Madan Bhandari Highway, North-South Corridor Road.
It is like the Ministry of Urban Development to set up a budget title now and later to increase the budget by transferring money to it. Sahari has only 20 programs of 1000 in the coming financial year. The budget includes 3 thousand 983 programs and plans ranging from 1 thousand to 99 lakh rupees. Also, 1 trillion 51 billion 74 billion 83 million rupees have been allocated for the Ministry of Physical Education in the current financial year.
Keshav Kumar Sharma, Secretary of the Ministry of Physical Infrastructure and Transport, said that because some of the bridges are sick, the plan has been put in the budget to solve the problem and work later. "In the budget, one lakh has been allocated for the bridge, which is not to build a new bridge, but only to maintain the title," he said.
In some places, contracts are underway to complete the work for 50 lakhs. "There was no question of keeping Rs 3 crore in it," said Sharma, "so many programs and schemes are below Rs 3 crore, not lakhs of rupees for new schemes."
