Former finance minister and Congress spokesperson Dr. Prakasharan Mahat has said that the state has benefited by privatizing government institutions. He claimed that these institutions were not only privatized but encouraged the private sector.
Mahat said that it was a mistake of the Congress to sell Bhrikuti Paper Factory and Harisidhi Tile Industry only with land. Mahat says that the privatization of other institutes has increased production . He said that as the private sector is encouraged, the country's income source and taxes and revenue have also increased.
Mahat, who came to the seminar on 'problems and solutions of the three-level budgeting process' organized by BP Chintan Pratishthan Gandaki province, suggested on Monday that local and provincial governments should also study the area of increasing revenue . He claimed that after the Congress government took the business to VAT in 2048, the state budget also increased a hundred times. He also claimed that the budget of 12 billion before VAT has now reached 19 billion is the product of long-term thinking.
Congress has not only done privatization but also encouraged the private sector, he said. He said that the range of taxes has also increased. "Nepal Airlines is no longer run by the government, it should be run by the private sector with a majority share," he said, "There is no point in having an airline just to pay salaries and allowances to the government GMs." He argued that private companies would benefit better and pay billions of VAT to the state, but it would be better to go for privatization after the government institutions sink.
He was of the opinion that the state should only invest in education, health, drinking water, irrigation and road construction and billions of budget can be allocated for that purpose. "Still, we have not been able to increase the scope in the area of collecting billions of taxes, to reach those places and to close down the institutions that incur losses," he said, "we can reach the socialism of BP only by economic growth and import substitution.
Mahat has also requested the provincial government and the local level not to work on plans and structures without resources. Mahat says that the plan brought for popularity has left people disappointed. Saying that socialism cannot be achieved with a distributive budget, he also suggested that only sustainable development and plans that will have an impact in the future will determine the path of socialism. He also said that the private sector should be encouraged to increase investment in areas such as increasing hundreds of jobs, self-sufficient agricultural production and tourism promotion. He said that if the state prioritizes development, gives opportunities to the private sector in production, and invests only in essential areas, socialist-oriented development will be possible. He said that the government will only invest in compelling places, saying that the communists have failed because they are looking for government-controlled socialism. Last year, when he was the Minister of Finance, he said that he introduced a policy of not keeping a budget for small projects of more than 30 million rupees, and now it has become easier to operate large projects. His suggestion was to conduct big budget plans in the priority areas of the state and local levels as well. He suggested that the budget and policy brought by the local level should follow sustainable development goals.
