In the current fiscal year, royalty of Rs 1.73 billion has been collected from hydropower projects till Jestha. The Electricity Development Department has stated that royalty of Rs 1.73 billion has been collected so far, including the arrears of the current fiscal year and last year.
Section 11 of the Electricity Act, 2049 states that a licensee must pay a royalty of Rs 100 per installed kilowatt per year and 2 percent of the average selling price per unit kilowatt-hour for 15 years after the start of commercial production of hydropower.
In addition, after 15 years, hydropower projects must pay a royalty of Rs 1,000 per installed kilowatt per year and 10 percent of the average selling price per unit kilowatt-hour to the government.
In the fiscal year 2080/81, a royalty of Rs 3.44 billion was collected. The department has also stated that various hydropower projects have arrears of Rs 243.8 million as of the fiscal year 2080/81.
On April 4, the department asked the Nepal Electricity Authority to recover the remaining royalty dues from private promoters who had not paid the amount due for royalty by the fiscal year 080/81. The department had issued a notice that the authority would deduct the amount due for royalty from the amount due to private promoters and deposit the revenue. The department has collected 32.26 billion 28 million rupees in royalty from the fiscal year 066/067 to the current fiscal year. In the fiscal year 79/80, 3.15 billion 51 million rupees were collected in royalty and in the fiscal year 78/79, 3.5 billion 72 million rupees were collected. In the fiscal year 066/67, 768 million 844 thousand rupees were collected in royalty.
The 62nd report of the Auditor General has asked to recover 432 million 22 million 56 thousand. 'Out of the Rs. 286.995 billion to be collected as royalty from various hydropower projects in 2079/80 and Rs. 3.589777 thousand from 161 hydropower companies in 2080/81, Rs. 3.44446 billion out of the Rs. 3.87672 billion, Rs. 432.256 billion are yet to be collected,' the report states.
The Accountant General has also stated that no interest or penalty will be levied if the royalty due by the project is not received on time. The report states that the royalty arrears due to the government should be collected.
