The government has included 'Bhoomi Bank' in the policies and programs and budget of the next financial year. But the new concept of land bank covered by the government has not been formed. Earlier, the concept of 'Bhoomi Bank', which was created during the time of Minister of Lands Padma Aryal in 2077, has not been approved.

In the budget of the next fiscal year, it has been announced to establish a land bank at one hundred local levels. On this May 15, through the budget of the financial year 2082/083, the government has also announced that a policy will not be allowed to keep arable land barren.

"Ensuring the availability of land through the land bank, the project itself will be mortgaged and financial and other materials will be arranged through the local financial institution," it is mentioned in the policy and program of the next fiscal year.

"Legal and institutional arrangements will be made regarding the land bank to use arable land," the budget statement said, "At least one hundred local level land banks will be established in the coming fiscal year." "An arrangement will be made to acquire the land recorded in the land bank for commercial agriculture by signing a contract with the local level," the budget says. During the tenure of former land minister Padma Aryal, the government tried to promote the land bank. Aryal also announced the concept of land bank operations in August 2017. But it was not approved.

Ganesh Bhatt, the spokesperson of the Ministry of Land, said that there will be a comprehensive discussion on the concept of the land bank. "There is already a concept and procedure, it will be discussed further, if necessary, it will be prepared and implemented with modifications," he said, "municipalities will implement it." He says that it will be effective because unused land will be used and allowed to be used.

The federal government also has a land bank provision in Section 21 of the Land Use Act-076. But the regulations issued on May 23, 2007 regarding land bank have been removed. Although there is a provision regarding land bank in the Act, there is not in the regulation . The Government of Nepal can establish a land bank at the local level as needed to implement the land use classification system and increase productivity by making maximum use of land. And, other arrangements related to land bank will be as prescribed,'' the act states. An employee of the ministry says that although Bhoomi Bank was included when the regulation was submitted, it was removed when it was passed.

The main objective of Bhoomi Bank is to put barren land into production and increase production. The bank's concept also mentions that the unused land will be used by low-income poor, farmers and marginalized families with certain conditions and facilities, and through the use of idle land, employment will be created at the local level for rural youth, including those who have returned from foreign employment.

The idea of ​​establishing a fund for the purpose of land bank operation and management at the local level through the concept of Bhoomi Bank was already done when former minister Aryal. The concept also mentions that 50 percent of the local level, 20 percent of the state and 30 percent of the federal government will be invested for the operation and management of the land bank.
