Social Development Ministry's spending progress is higher after economic affairs. Out of the total budget of 5 billion 71 crore 94 lakh 85 thousand, 2 billion 54 crore 88 lakh 58 thousand have been spent. 44.56 percent belongs to the Ministry of Progress.

The Ministry of Physical Infrastructure Development, which has a similar development budget, has a budget expenditure of 30 percent. The Office of the Chief Minister and Council of Ministers spent 36.12 percent, while the Ministry of Internal Affairs and Law spent the least at 18.84 percent.

36.53 percent of the Ministry of Industry, Tourism, Forestry and Environment, 32.06 percent of the Ministry of Water Resources and Energy Development, 36.87 percent of the Ministry of Land Management, Agriculture and Cooperatives have been spent. Accounts Officer Magrati estimates that the expenditure of the province will reach 50 to 60 percent as there is more expenditure in May and June. "Even though the condition of the province's expenditure is not satisfactory, it is improving. In the next year, it seems that the expenditure progress will increase,' he said. 

The opposition party, Maoist, has accused the provincial government of being slow to spend even the given budget. Krishna Bahadur Jisi, the chief whip of the Maoists, who is also a former minister, claimed that the government was unable to spend the budget and that the plan that was about to be completed was stalled by not providing the budget. 

'Consumers were not entrusted with the work, contracts were not made on time and spending procedures were not made,' he said, 'due to which the provincial government's spending progress could not increase. Because the government is unable to spend the annual budget, the development desired by the people has not been achieved. It is sad that there is no improvement in the annual spending rate, Congress member of Karnali State Assembly and Minister of Economic Affairs and Planning Vedraj Singh said. 

He says that the budget could not be spent because the government has delayed making the expenditure standards and procedures. He said that there is no point in saying that the annual budget cannot be spent and that the budget is reduced. He said that only if the government works by making expenditure standards and procedures, the expenditure progress will increase.
