1327 projects worth 9 trillion 20 billion in the project bank

As of Tuesday, 1,327 projects worth 9 trillion 20 billion have been entered in the National Project Bank. Among those projects, 117 are new projects. 89 are ongoing and 1,121 projects are under study.

The project bank prepared by the National Planning Commission has the largest number of projects with a cost of 3 crores. It is mentioned in the data provided by the commission that the number of projects costing 3 crores is only 1 thousand 141. There are 79 projects costing 3 to 50 million.

The Commission has implemented 'National Project Bank Standard-2081' to keep only projects worth more than three crore rupees in the budget of the next financial year. Accordingly, there are 44 projects with a cost estimate of 5 to 100 million entered in the system. 23 projects are estimated to cost between 100 million and 1 billion rupees. The number of projects costing more than one billion is only 40.

Among the projects costing more than one billion, only 19 are under the Ministry of Physical Infrastructure and Transport. According to the commission, there are 11 projects of the Ministry of Education, Science and Technology in the second place. Out of 9 trillion 20 billion, the cost of new projects is 97 billion 19 billion, the cost of successive projects is estimated at 8 trillion 23 billion and the cost of study projects is 32 billion 64 billion rupees. The Ministry of Urban Development has the highest number of projects entered in the overall system.

1 thousand 147 projects have been entered under urban, 82 under physical infrastructure and transportation and 61 under Ministry of Home Affairs. Among these projects, there are 1,287 projects of various ministries costing less than one billion. The Economic Procedures and Financial Responsibility Act, 2076 has provided for a national level project bank in the National Planning Commission.

Commission has been developing the project bank management information system since 2076. The commission formulated the National Project Bank Standard, 2081 and implemented it from last February. The commission expects that the implementation of the project bank will achieve efficiency in public finance management and improve the capital expenditure capacity.  Prakash Kumar Shrestha, a member of the National Planning Commission, said that although 8,000 new projects have been entered in the

system, all of them are still in draft and have not been approved. "1,327 projects have been entered," he said. Previously, the 18,000 old projects in the project bank were "archived" and only the projects that were brought up to standard have been included in the bank.  If the projects entered in the

project bank are not implemented even within five years, such projects will automatically become inactive. Such projects will be removed from the project bank's list by the commission. In order to be listed in the project bank, it must be entered with the decision of the Chief Minister or Council of Ministers in the case of the province and the executive body in the case of the municipality.

According to the Commission, among the projects placed in the National Project Bank for the financial year 2082/83, no projects with a cost of less than three crores have been entered. The commission said that since 2082/83, the idea of preparing national guidelines for the establishment of project banks at the provincial and local levels and building an integrated project bank system at all three levels has been put in place.

"Minimum limit of 3 crores is not applicable to projects that do not fall within the definition of projects, projects that are implemented by the federal government through the state and local governments, and projects that are implemented by the state or local level," said the statement issued by the commission.
